The Ministry of Health proposed that from July 1, the price adjustment of medical examination and treatment services will be made according to the change in the base salary from 1˳49 million VND to 1˳8 million VND/month˳
According to the Ministry of Health’s document responding to the opinions of ministries and sectors on the roadmap for implementing medical examination and treatment service prices, adjusting the increase in hospital fees after increasing the base salary will not affect the people˳
The Ministry of Health said that for the proposal to adjust the price of medical examination and treatment services according to the base salary of VND 1˳8 million according to the plan based on the current technical list, the price structure and norms remain unchanged˳ issued and only adjusted the structural salary to the price according to the new base salary˳
Assessing the impact of the increase in hospital fees based on basic salary, the Ministry of Health analyzes based on data on the structure of medical examination and treatment services covered by health insurance in 2021 and the first 6 months of 2022 on management results and use health insurance funds˳
If the structural salary is adjusted to the price according to the base salary of 1˳8 million VND, the average increase in the price of medical examination and treatment services will be 5%, the health insurance fund expenditure will increase by about 2,700 billion VND˳ /year˳
However, when the base salary increases, the health insurance fund will also increase due to the increase in the contribution rate of health insurance participants˳ This is a factor that the Ministry of Health thinks “does not affect the people”, because over 90% of the population has health insurance˳
If management costs are included in the price of medical examination and treatment services, the average increase in the price of medical examination and treatment services is 4%, the health insurance fund expenditure increases by about VND 2,180 billion/year˳
As for the impact on the CPI (consumer price index), based on the opinion of the Ministry of Planning and Investment according to estimates of the General Statistics Office, if service prices increase by 10%, the impact will increase the index˳ general consumer price 0˳41 percentage points˳
According to the Ministry of Health, if we include salary costs based on the base salary of VND 1˳8 million and management costs into the price, the price of medical examination and treatment services will increase by 9% on average, so the impact on the index is expected to increase˳ general consumer price increase below 0˳41 percentage points˳
Regarding the ability to balance the health insurance fund, the ministry said that comparing the difference in revenue and expenditure of the annual health insurance fund (with a surplus of 14,368 billion dong in 2021) shows that: if the salary is adjusted according to the basic salary 1 ,8 million dong and the management cost is included in the medical examination and treatment price, the health insurance is still able to balance˳
Regarding the impact assessment on health insurance participants, the Ministry of Health said that the poor, ethnic minorities and policy beneficiaries are still paid 100% by health insurance, so they will not be affected˳
Regarding the 20% co-payment of patients with health insurance cards, the report of the Ministry of Health said that the average increase in medical examination and treatment prices when adjusting the base salary of 1˳8 million VND is 5 %, adding the management cost of 4%, the copayment increased by 9% (of 20% of the total service price) not much, besides the income of many groups of residents also increased with the base salary˳
Previously, in 2019 hospital fees also increased after the basic salary increased from 1,150,000 VND to 1,390,000 VND˳ Circular 39 of the Ministry of Health, which took effect from January 15, 2019, stipulates that services that use a lot of workers such as medical examination, surgery, and hospital bed fees will increase by about 10%˳
When the base salary increased to VND 1,490,000, the adjusted price also increased, the price of medical examination and bed day increased by 4˳4% on average, the price of medical technical services increased by 1˳1%˳
