Decree 121 outlines 13 new administrative procedures, including 6 under the jurisdiction of the Department of Immigration and 7 others.

Administrative Procedures under the Department of Immigration and Provincial Police Immigration Departments (with airports):

  • Issuance/Renewal of Long-Term Airport Security Control Cards: Procedures for issuing and renewing long-term security control cards for airport personnel.
  • Issuance of Short-Term Airport Security Control Cards: Procedures for issuing short-term security control cards.
  • Issuance/Renewal of Long-Term Airport Security Control Licenses: Regulations for licensing entities responsible for airport security, with long-term validity.
  • Issuance of Short-Term Airport Security Control Licenses: Procedures for issuing short-term security control licenses for relevant entities.

Administrative Procedures under the Department of Immigration:

  • Issuance/Renewal/Addition/Restoration of Aviation Security Personnel Qualifications: Regulations governing the issuance, renewal, addition, or restoration of qualifications for security personnel.
  • Approval of Aviation Security Programs and Regulations, and Foreign Airline Security Programs: Procedures for approving aviation security programs for foreign airlines.
  • Amendments to Aviation Security Programs/Regulations: Procedures for amending approved aviation security programs/regulations.
  • Issuance/Renewal of Certificates for Qualified Aviation Security Training Institutions: Requirements and procedures for issuing/renewing certificates for institutions training aviation security personnel.
  • Issuance of Licenses for Providing Aviation Security Services at Airports: Regulations for issuing licenses to provide security services at airports.
  • Renewal of Licenses for Providing Aviation Security Services at Airports: Procedures for renewing licenses for airport security service providers.
