On February 12th morning, the 23rd session of the 14th Provincial Party Committee of Dien Bien Province was held, covering the term 2020-2025.
At the meeting, the Provincial Party Committee unanimously decided to allow Mr. Lo Van Tien, Deputy Chairman of the People’s Committee of Dien Bien Province, to resign for health reasons.

Additionally, at the meeting, the Dien Bien Provincial Party Committee agreed with the plan to reorganize the agencies and units within the provincial political system, as proposed by the Provincial Party Standing Committee.
According to the plan, after streamlining the party, mass organizations, and provincial-level public service units, the provincial-level party committees will reduce 2 provincial-level bodies and 13 departments or equivalent offices. At the district level, one grassroots party committee under the provincial party committee will be added, while reducing 6 equivalent bodies.
Regarding the reorganization of professional agencies under the People’s Committee of the province and their subordinate units, there will be 14 professional agencies under the People’s Committee of the province (reduced by 5), 83 departments (reduced by 34, or 29.1%), and 7 bureaus or equivalent offices. There will also be 70 public institutions directly under the professional agencies of the People’s Committee of the province, with an increase of 2 public institutions directly under the People’s Committee of the province. For the professional agencies under the People’s Committees of the districts, they will be organized uniformly into 10 departments or equivalent offices, with the Ethnic and Religious Affairs Department only established in districts, not in towns or cities.
Speaking at the meeting, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong emphasized that the task of streamlining organizational structures is very difficult, sensitive, and complex, directly affecting every individual within each organization.
“As General Secretary To Lam has affirmed, this is a revolution requiring solidarity, unity, courage, and sacrifice from each cadre and party member, along with the utmost resolve from the entire party and the political system, first and foremost from the heads of the party committees, governments, and mass organizations at all levels,” said Mr. Cuong.
Mr. Lo Van Tien, aged 56, hails from Dien Bien and holds a Master’s degree in Agricultural Economics. Before becoming Deputy Chairman of the People’s Committee of Dien Bien Province in 2013, he served as Vice Chairman of the Provincial Farmers’ Association, then Secretary of Tu A Chu Commune Party Committee.
