This is one of the key tasks aimed at improving the operational efficiency of the state apparatus.

Reform Decisions Based on Practicality and Science
According to Mr. Lê Minh Hưng, within just two months of implementing Resolution 18, there has been widespread consensus from the central to local levels. This affirms the correctness and suitability of the decisions made, based on solid scientific, practical, legal, and political foundations.
Despite the short implementation period and high demands, Mr. Hưng emphasized that challenges will be addressed promptly. Notably, researching and restructuring administrative units to reduce levels of administration aims to expand development opportunities for localities.
Key Tasks in the Near Future
1. Comprehensive Review of the New System
After the new system becomes operational, relevant agencies such as the Central Organization Commission, Ministry of Home Affairs, Government Party Committee, and National Assembly Party Committee will conduct a thorough review to evaluate its effectiveness. This ensures the new system operates smoothly and meets expectations.
2. Reviewing Staffing and Personnel Competencies
A review of staffing from the central to local levels, aligned with the new functions and missions of each agency, is essential. Simultaneously, party committees and heads of units must assess the capabilities and qualifications of personnel to adjust staffing accordingly.
3. Merging Media and Mass Organizations
Mr. Hưng highly values the model of merging media agencies and television stations in many localities. This is an effective solution to optimize resources and improve operational quality. “This effort needs to be further promoted, not halted here,” he emphasized.
4. Restructuring the Operations of the Procuracy and Courts
With plans to cease operations of district-level police departments, the Head of the Central Organization Commission proposed thoroughly studying how to restructure the operations of the People’s Procuracy (VKS) and People’s Courts. This urgent task must be completed within the year.
5. Refining Personnel Policies
Another important task is reviewing, revising, and supplementing regulations on recruitment, utilization, evaluation, and benefits for personnel. These changes aim to meet requirements and missions in the new context, contributing to building a professional and efficient workforce.
