On behalf of the Party Executive Committee of the Ministry of Home Affairs, Minister Phạm Thị Thanh Trà has recently signed and issued the Plan to implement Directive 189-QĐ/TW/2024 by the Communist Party’s Central Committee on power control and anti-corruption measures in public finance and asset management.
The plan aims to thoroughly communicate and raise awareness and responsibility among party committees and heads of units under the Ministry of Home Affairs regarding the implementation of Directive 189, fostering positive changes within the cadre workforce.

The plan requires enhancing the exemplary responsibility of leaders within party committees, party organizations, agencies, organizations, units, as well as the accountability of every party member, public official, employee, and worker in combating corruption and misconduct.
Implementation must be comprehensive with a focus on key areas; monitoring activities should respect and not hinder the normal operations of agencies, units, organizations, or authorized individuals managing public finances and assets.
The Party Executive Committee of the Ministry of Home Affairs emphasized the importance of thoroughly disseminating Directive 189-QĐ/TW and focusing on developing, improving mechanisms, policies, laws, and strictly enforcing legal regulations on public finance and asset management.
Particularly, there will be increased inspections, audits, supervision, and prompt detection and handling of violations in this field.
“Timely detection and strict handling of organizations and individuals who commit violations, abuse their positions, powers, or engage in corruption and misconduct,” the plan clearly stated.
At the same time, according to the plan, timely protection must be provided for those who discover, report, denounce, or provide information about violations, abuses of position, or corruption.
Cases where individuals exploit reporting mechanisms to slander, distort, or damage the reputation of agencies, organizations, or individuals must be strictly dealt with.
As a final measure, the Party Executive Committee of the Ministry of Home Affairs highlighted the role of the Vietnam Fatherland Front (MTTQ), socio-political organizations, mass media, and the public in monitoring, detecting, and proposing solutions to address corruption and misconduct in public finance and asset management.
