Proposal to Support Health Insurance Premiums for People Aged 60 and Above

Hanoi Social Security, in collaboration with the Department of Labor, Invalids, and Social Affairs and other relevant agencies, has agreed to report to the Hanoi People’s Committee to draft a resolution specifying financial support levels for voluntary social insurance and health insurance contributions for certain groups of residents permanently residing in the area.

According to the draft, the proposed beneficiaries include individuals from poor households, near-poor households, households that have escaped poverty or near-poverty; senior citizens aged between 60 and under 75, people with mild disabilities, ethnic minorities, students facing financial difficulties, and families engaged in agriculture, forestry, and fisheries with an average standard of living who are permanent residents of Hanoi.

Regarding the policy supporting voluntary social insurance, participants will receive financial assistance based on a percentage of their monthly voluntary social insurance contribution, calculated according to the rural poverty threshold set by the Prime Minister for each period.

Specifically, an additional 70% support for voluntary social insurance contributions is proposed for individuals from poor households; 75% for those from near-poor households; and 20% for other eligible groups.

Concerning health insurance support policies, the draft resolution states that members of poor households who have escaped both poverty and near-poverty, as well as members of near-poor households who have exited near-poverty status, will receive 100% support for their health insurance premiums for a duration of 36 months.

Additionally, senior citizens aged between 60 and under 75 who are not required to participate in mandatory health insurance and do not yet have a health insurance card will be fully supported with 100% of their health insurance premiums.

Besides these two groups, the draft resolution also details several other beneficiary categories entitled to the policy benefits.

As proposed by Hanoi Social Security, the support policy is expected to take effect starting January 1, 2026. The condition for eligibility is that the residents must be permanently residing in Hanoi.

According to Hanoi Social Security, the drafting of this resolution builds upon existing policies, revising and supplementing target groups and measures to align with current realities and newly issued legal regulations of the city.
