$384 Million Project to Turn Waste into Concrete and Paving Bricks in Hanoi

The Environmental Impact Assessment (EIA) report for the construction waste treatment and recycling plant project in Dục Tú Commune, Đông Anh District (Hanoi) has recently been made public by the Ministry of Natural Resources and Environment for community consultation.

Completion Expected in Q1 2026: Recycling Waste into Concrete and Paving Bricks

This project falls under the category of large-scale production, business, and service activities with potential environmental pollution risks, requiring an EIA report.

According to the Hanoi Solid Waste Management Plan up to 2030, with a vision to 2050, approved by the Prime Minister in 2014, the construction waste landfill in Dục Tú Commune, spanning approximately 7 hectares, is listed as a priority investment. It will serve districts such as Nam Từ Liêm, Bắc Từ Liêm, Long Biên, and counties including Thanh Trì, Mê Linh, Đông Anh, Gia Lâm, and Sóc Sơn.

In terms of processing methods, the project shifts from a landfill to a modern treatment plant using advanced technology, aligning with Hanoi’s solid waste management strategy.

The project owner, Bình Dương Precast Concrete and Mechanical Company Limited, asserts that the project employs modern recycling technology to recover resources from construction solid waste, which will be used as raw materials to produce construction materials like concrete and paving bricks.

The project is expected to help manage part of Hanoi’s construction solid waste and reduce the need for landfill space.

Currently, the project is included in the list of land acquisition projects for 2024 in Hanoi under Resolution 36/2024 of the Hanoi People’s Council.

The project owner will collaborate with the Đông Anh Land Development Center, Dục Tú Commune People’s Committee, and Cổ Loa Commune People’s Committee to carry out land acquisition, site clearance, and compensation payments to affected households.

The plant will have a recycling capacity of about 1,000 tons of construction waste per day and 1,000 cubic meters of dredged sludge per day.

Regarding sensitive environmental factors, the EIA report indicates that the project will reclaim nearly 4,000 square meters of rice paddy fields. The project area does not have residential populations.

Before commencing operations (expected in Q1 2026), the project will conduct trial runs of air and wastewater treatment systems as required.

High Demand for Sludge Treatment in Hanoi

The EIA cites a report by Hanoi Drainage One Member Limited Company, showing that the inner districts of the capital have around 122 lakes covering a total area of 1,158 hectares. Most of these lakes have not undergone drainage system upgrades or dredging—despite regulations mandating dredging every 3-5 years.

Currently, dredged sludge is not being handled appropriately. Hanoi’s temporary sludge disposal site, Yên Sở Landfill, covering 14 hectares outside the Red River dyke, is nearing full capacity.

According to the plan up to 2030, with a vision to 2050, Hanoi will add three more sludge disposal sites: Phú Thị, Chương Dương, and Sơn Tây, covering a total of 23 hectares.

Hanoi is preparing to launch the Hồ Tây Environmental Improvement Project, involving dredging over 1.3 million cubic meters of sediment, but no disposal solution has been identified yet.

Additionally, according to the EIA, sludge waste from hundreds of underground construction projects in Hanoi also lacks a proper disposal plan.

Therefore, to minimize environmental pollution and reduce the use of sludge dumping areas, it is essential to invest in a sludge treatment and recycling plant to utilize waste for producing construction materials, supporting the city’s circular development.

After adjustments, the project in Dục Tú Commune has a total investment of nearly $384 million, with $120 million from the investor’s own capital and nearly $264 million from legally mobilized funds.

Years of Delays

The Construction Waste Treatment and Recycling Plant Project in Dục Tú Commune was approved by the Hanoi People’s Committee in 2018, with Bình Dương Precast Concrete and Mechanical Company Limited as the investor.

Investment implementation was scheduled to begin in 2018, with completion expected within 12 months from the date of land allocation; the operational term is 50 years from the date of the investment approval decision.

However, to date, the investor has not completed land clearance and has not been allocated or leased land by the relevant authorities to proceed with the project.
