Starting December 15th, Failure to Comply with Temporary and Permanent Residency Declaration Regulations May Result in Fines

According to Article 10 of Decree 282/2025/ND-CP—which regulates administrative penalties in the fields of security, order, social safety; prevention and combat of social evils; and prevention and combat of domestic violence—when requested by police forces or competent authorities for inspection, every citizen must present their residency information. Citizens can present this information via physical documents or through the VNeID application.

Failure to provide the information upon inspection may result in a warning or a fine ranging from 500,000 to 1,000,000 VND for individuals. For organizations, the fine amount will be doubled.

The Decree will officially take effect from December 15th. Therefore, citizens should update their residency information on VNeID before December 15th to facilitate easy presentation when requested.

Guide to Registering Permanent and Temporary Residency on the VNeID App for Presentation Upon Request

To register permanent or temporary residency information through VNeID, users must update the application to the latest version. Typically, this update process will occur automatically on smartphones.

Additionally, you need to register for a Level 2 electronic identification account. Citizens cannot self-register for a Level 2 identification account; instead, they must go to the commune or ward police office where they reside or where they process their CCCD (Citizen Identity Card) to register.

After meeting the two requirements above, follow these steps to add permanent or temporary residency information on VNeID:

  • Activate and log in to the VNeID application on your smartphone. From the main interface of the application, select “Administrative Procedures,” then choose “Temporary Residency Registration” or “Permanent Residency Registration” from the displayed list.

  • Press the “Create New Request” button on the interface that appears, then select “Self” to register information for yourself or “Register for others” if you need to register on someone else’s behalf.

  • In the next step, fill in the corresponding information into the empty fields (only fields marked with a red dot are mandatory; others can be skipped). After filling in all required information, press the “Check” button.

Next, the user declares information about their permanent/temporary residence, then presses the “Continue” button.

VNeID will display the information the user has declared and registered for review. If the declared information is accurate, scroll down, check the option “I hereby pledge that the above declarations are true and I take responsibility for my declarations,” then press the “Submit Application” button.

Guide to Presenting Residency Information on VNeID When Requested

To check residency information through the VNeID application, readers can follow these steps:

  • First, activate the VNeID application and log in to your electronic identification account.

  • From the main interface of the application, select “Document Wallet” from the bottom menu, then find and select “Residency Information” from the displayed list. Alternatively, you can also select “Residency Information” from the “Favorite Utilities” section directly on the main interface of VNeID.

Enter the password to protect information on the VNeID application to proceed.

  • After entering the password, your residency information will be displayed, including your current residence, permanent address, household head’s name, relationship to the household head, etc. You can also tap on “Other household members” to view information about other people in your family.

If inaccurate residency information is found, users can contact the local police where they reside to request correction or update of the information.

Should competent authorities or authorized individuals request to verify residency information, you can follow the steps above to provide the information through the VNeID application.

When to Register “Permanent Residency” and “Temporary Residency”?

In cases where it’s unclear whether to register for “permanent residency” or “temporary residency,” here are the differences between these two concepts to help users choose and register accurately:

  • Permanent residency is the place where a citizen lives stably and long-term and has been registered as a permanent resident.

Citizens register for permanent residency when they have a lawful place of residence that they own, or a lawful place of residence that they do not own but have the consent of the household head or lawful owner to register as a permanent resident (for example, a wife living with her husband, a husband living with his wife, children living with parents, etc.).

  • Temporary residency is a place where a citizen lives for 30 days or more outside their permanent residence and has been registered as a temporary resident. The maximum duration for temporary residency registration is 2 years and can be renewed multiple times.
