HCMC Chairman Urges Fair, Impartial Traffic Violation Enforcement

The HCMC People’s Committee has issued an official dispatch to the city’s Public Security Department and the Department of Information and Communications, urging enhanced implementation of Government Decree 168. In recent times, Decree 168 has significantly improved traffic safety and order in HCMC and nationwide, reducing accidents and raising public awareness and compliance with traffic laws.

However, increased administrative fines, along with delays and inconsistencies in upgrading transportation infrastructure, have sparked mixed reactions on social media. Non-compliance with traffic signals and resistance to law enforcement officers persist, including isolated incidents of traffic police misconduct, violating regulations on demeanor, behavior, and communication during duty.

Taking advantage of the situation, foreign opposition groups and certain anti-government individuals have distorted facts, spreading false information that creates negative narratives, undermining the enforcement of Decree 168.

To continue implementing and enhancing the effectiveness of Decree 168, as well as the Road Law and Traffic Safety Law, the HCMC Chairman has instructed the Public Security Department to ensure strict adherence to professional conduct, demeanor, and communication protocols during operations. All units must strictly follow regulations, procedures, and the People’s Police Ordinance while performing their duties.

HCMC Public Security is prohibited from and will severely punish any abuse of authority for personal gain, corruption, or negligence. Any detected violations must be handled objectively, impartially, accurately, and with increased focus on behaviors causing traffic accidents.

City leaders also demand timely detection, prevention, and removal of online content, websites, links, groups, and individual accounts distorting facts, spreading misinformation, and affecting the enforcement of Decree 168. Such actions must be promptly addressed according to legal regulations to serve as a deterrent.

HCMC Public Security will continue assigning officers to handle citizen reports via apps like CSGT, VNeID, VNeTraffic, 1022, HCMC Digital Citizen, TTGT, Help 114, etc., ensuring resolution within proper regulations and jurisdiction. Officers, leaders, or commanders showing indifference or lacking responsibility in receiving and addressing public reports about traffic issues will face accountability.

Moving forward, the Department of Information and Communications will lead efforts by directing local media outlets to publish accurate, positive updates on traffic safety and order, guiding citizens on reporting related issues. Agencies should avoid posting unclear or incomplete information and images on social networks to prevent misuse by malicious actors.

The HCMC Chairman also emphasized strengthening public awareness campaigns about the effectiveness of the Traffic Safety Law and Decree 168, highlighting positive changes in traffic safety, public and business compliance when participating in traffic.
