Parents and guardians face administrative fines for late child residence registration.
According to the Law on Civil Status 2014, parents must register the birth of a child within 60 days of birth. If parents are unable to do so, grandparents or relatives can register on their behalf. Although there is no penalty for registering more than 60 days late, authorities recommend doing it early.
However, according to Decree 154/2024, within 60 days from the child’s birth registration, parents or guardians must complete the procedures for permanent residence, temporary residence, or declare residence information for the child. If parents have a permanent residence different from where they are currently living, the child’s permanent residence will be registered according to the father’s or mother’s permanent residence.
Under Decree 144/2021, late registration of permanent residence for minors will incur fines ranging from 500,000 to 1,000,000 VND.
Therefore, if more than 60 days have passed since the child’s birth registration and parents or guardians have not registered the child’s permanent residence, they will be subject to administrative penalties as stipulated.
How to Check Your Child’s Residence Information on VNeID
Follow these steps to check if your minor child’s residence information is registered on the VNeID app:
– First, activate and log in to the VNeID application on your smartphone.
– From the application’s main interface, select “Paper Wallet” from the bottom menu, then find and select “Residence Information” from the displayed list. Alternatively, you can select “Residence Information” under “Favorite Utilities” directly on the VNeID main interface.
Enter the password to protect information on the VNeID application to continue.
– After entering the password, your residence information will be displayed, including your current residence, permanent address, household head’s name, relationship with household head, etc.
On this interface, click on “Other household members” to view information about other people in your family.
If VNeID displays complete information for all family members, including newborns (who have birth certificates) or minors, it means you have successfully registered the child’s residence information, and no further action is required.
How to Register Residence Information for Newborns or Minors
In cases where the information of a newborn or minor child in your family does not appear under “Residence Information” on the VNeID app, you can follow these steps to register the child’s residence information:
– Activate and log in to the VNeID application on your smartphone. From the application’s main interface, select “Administrative Procedures,” then choose “Permanent Residence Registration” from the displayed list.
– Click the “Create new request” button on the displayed interface, then select “Declare on behalf of” to register the child’s permanent residence information.
– Next, declare the child’s personal information into the blank fields and click the “Check” button. Users then declare additional information about the permanent/temporary residence, and click the “Continue” button.
Note: In the information declaration section, there will be a “Personal Identification Number” field. You can find the personal identification number printed on the child’s birth certificate.

After completing the declaration (including the child’s personal identification number), VNeID will re-display the information you entered for review. If the information is accurate, scroll down, check the option “I solemnly declare that the above statements are true and take responsibility for my declarations,” then click the “Submit application” button.
After the application is submitted with all valid information, it will take approximately 2 to 7 working days for the authorities to confirm the information, process the application, and update the child’s residence information in the household head’s VNeID account.
In addition to registering residence information for children through VNeID, during the process of birth registration for children (either online via the Public Service Portal or directly at a police agency), people can also request permanent residence registration for the child according to the permanent residence information of the father, mother, or guardian.
