Quảng Trị Digital Transformation Director Transfer: Improving DTI Ranking

The Quảng Trị Department of Science and Technology (KH&CN) has submitted a proposal to the Provincial People’s Committee regarding the transfer and appointment of staff, notably the transfer of Ms. Nguyễn Thị Lệ Hằng, Director of the Digital Transformation Center.

Ms. Hằng will be transferred to the Department office on March 20th, taking on the role of Deputy Head of the Office, with a planned transition to Head of Office on June 1st. The KH&CN Department also proposed the appointment of Mr. Trần Thanh Hà, Deputy Director of the Department, to oversee the Digital Transformation Center while a new director is recruited.

Reasons for the Transfer:

Quảng Trị’s digital transformation index (DTI) currently ranks 61st out of 63 provinces and cities. The transfer of Ms. Nguyễn Thị Lệ Hằng and the appointment of Mr. Trần Thanh Hà demonstrate the KH&CN Department’s commitment to improving Quảng Trị’s DTI ranking. The Department recognizes the importance of accelerating the digital transformation process and is actively seeking qualified personnel to lead the Digital Transformation Center, aiming to achieve the province’s development goals.

March 8th Incident: A Lesson in Administrative Discipline and Order:

Previously, on March 6th, the KH&CN Department sent a notice to the Provincial People’s Committee and related departments regarding administrative discipline and order at the Digital Transformation Center. The incident drew attention when Department leadership visited and presented flowers on International Women’s Day, but only met with a single employee of the center.

According to the Center’s report, only a few staff members were present when the Department leadership visited, while the majority were absent from the office. The Department leadership criticized this and required rectification of discipline and administrative procedures, directing all staff to strictly adhere to working hours. The Digital Transformation Center has learned from this experience and implemented measures to address the issue.

Searching for a New Center Director:

The KH&CN Department is actively seeking and proposing to the Provincial People’s Committee the appointment of a qualified, experienced, and competent Digital Transformation Center Director capable of assembling a high-quality staff team to accelerate the province’s digital transformation. This highlights the importance of effective leadership for the Center in achieving the province’s digital transformation goals.
