The Hoa Lu City People’s Committee announced at a meeting on April 21, 2025, to discuss the plan for restructuring local administrative units at the village level in Ninh Binh province. The plan involves reducing the number of administrative units in the city.

The plan proposes establishing 4 new wards in Hoa Lu City, incorporating existing city units and some from Yên Khánh, Gia Viễn, and Nho Quan districts.
These newly established wards in Hoa Lu City, after the elimination of the district, are expected to be named Tây Hoa Lư, Hoa Lư, Nam Hoa Lư, and Đông Hoa Lư.
The Hoa Lu City People’s Committee requires village and ward-level committees to promptly create and publicly display a list of voter representatives for each household; establish voter consultation groups, and complete this process by April 21st.
The voter consultation process and results compilation must be finalized by April 23rd.

Mr. Đinh Văn Tiên, Secretary of the Hoa Lu City Party Committee, requested all relevant agencies, departments, party committees, and village/ward People’s Committees to strictly adhere to the set timeframe.
The Secretary also emphasized critical deadlines, requiring the city to complete all procedures and report to the province by 11:00 AM on April 26th.
Hoa Lu City, a new administrative unit in Ninh Binh, is a Class 1 city. It was formed by merging the entire area and population of Ninh Binh city and Hoa Lu district (as per the resolution of the Standing Committee of the National Assembly).
Hoa Lu City is a heritage city, home to the Trang An Scenic Landscape Complex, a World Heritage site.
