The Hanoi Party Committee Office recently released a communiqué summarizing the results of an online briefing held between the Standing Committee of the Hanoi Party Committee, the Hanoi People's Council, and the Hanoi People's Committee with leaders of districts and townships in the first quarter.
The briefing covered three topics, including the implementation of Resolution 127-KL/TW of the Politburo and Secretariat on the study and proposal for the continued restructuring of the political system, and Resolution 128-KL/TW dated March 7, 2025, of the Politburo on personnel work.
Regarding this, the Standing Committee of the Hanoi Party Committee required the Party Committee of the Hanoi People's Committee and all levels and branches of the city to strictly and exemplary comply with the instructions of the Politburo and Secretariat.

The Standing Committee of the Hanoi Party Committee required the Party Committee of the Hanoi People's Committee to expedite the completion of the plan for restructuring administrative units in the city, in accordance with the Central Government's directives, ensuring the clarity of Hanoi's historical, cultural characteristics, and the city's long-term development plans.
Simultaneously, the established procedures and processes for developing and approving the administrative unit restructuring plan will be followed, as required by the Standing Committee of the Hanoi Party Committee.
Relevant Hanoi agencies, departments, and districts, towns, and city committees are tasked with swiftly reviewing, compiling, and assessing personnel to establish a comprehensive database, providing a foundation for the arrangement and assignment of personnel. This must be done transparently, impartially, objectively, and without any form of corruption.
Throughout the administrative unit restructuring process, the Standing Committee of the Hanoi Party Committee requires relevant agencies, districts, towns, and city committees to ensure that activities proceed continuously without interruption, and without negatively impacting government agencies, residents, and businesses.
Previously, based on the directives of the Politburo and Secretariat, and in accordance with the directives of the Standing Committee of the Hanoi Party Committee and the Hanoi People's Committee, the Hanoi Ministry of Internal Affairs has been working to develop a draft plan for restructuring the city's ward-level administrative units.
The draft plan outlines common and specific principles for restructuring ward-level administrative units in Hanoi, ensuring compliance with Central Government directives, aligning with the realities of the capital city, and maximizing efficiency.
In addition to general principles, Hanoi has added specific principles, including preserving the unique characteristics and identities of localities, particularly in exemplary cultural areas, such as the Thang Long, Xu Doai, Kinh Bac, and Son Nam Thuong cultural areas.
Furthermore, ensuring the functions of each locality, such as the Ba Dinh administrative unit, the national center of political and administrative affairs, the Hoan Kiem administrative unit preserving and promoting the cultural values of the 36 old wards of the ancient Thang Long capital city, and the Son Tay administrative unit preserving the distinctive culture of Xu Doai.
Regarding the naming, renaming of wards and communes resulting from the restructuring, the Hanoi Ministry of Internal Affairs is developing a draft in line with the directives of the Politburo, Secretariat, and the Standing Committee of the National Assembly.
Therefore, the names of newly formed wards and communes after restructuring should be easily recognizable, concise, readable, memorable, and maintain a systematic and scientific approach.
At the same time, encourage naming wards and communes based on numerical order or the name of the district (prior to restructuring) combined with a numerical order for ease of digitalization and data updates, such as Thanh Xuan 1, Thanh Xuan 2; Dan Phuong 1, Dan Phuong 2.
Furthermore, encourage the use of one of the existing names of administrative units prior to restructuring; names of administrative units with historical, traditional, and cultural value, and have been approved by local people.
The Hanoi Ministry of Internal Affairs is also researching and proposing names for historic inner-city administrative units with traditional cultural and revolutionary history, and representative of the nation and the capital.
Accordingly, the Ministry of Internal Affairs will select a representative administrative unit for naming, and neighboring administrative units will be named after other prominent historical, cultural, and revolutionary landmarks, avoiding duplication.
For example, in Hoan Kiem, one unit will be named Hoan Kiem, and additional wards in Hoan Kiem will have different names. Similarly, in Ba Dinh and Dong Da, there will only be one unit named Ba Dinh and Dong Da, respectively, and additional wards will have different names.
Regarding the estimated number of ward-level administrative units, according to Central Government projections, the total number of ward and commune-level administrative units after restructuring will be approximately 50% less than before.
Hanoi currently has 526 ward-level administrative units, including 160 wards, 345 communes, and 21 towns. If the projection is implemented, Hanoi will reduce to 263 ward-level administrative units.
