Lâm Đồng, Bình Thuận and Đắk Nông Provinces Meeting on Merger

On April 19th, Deputy Prime Minister Nguyễn Hòa Bình met with leaders from Bình Thuận, Lâm Đồng, and Đắk Nông provinces to discuss the implementation of the Resolution of the 11th Plenum of the Central Committee of the Communist Party of Vietnam (13th tenure).

According to a report from the Ministry of Home Affairs, the Central Committee’s Resolution 60 unified the three provinces of Đắk Nông, Bình Thuận, and Lâm Đồng into a new province, to be called Lâm Đồng province. The provincial capital will be located in Lâm Đồng.

Regarding the restructuring of administrative units at the commune level, Lâm Đồng province is projected to reduce its communes from 135 to 51 (comprising 9 wards and 42 communes, a reduction of 62.77%). Đắk Nông province is expected to reduce its communes from 71 to 28 (a 60.57% reduction). Bình Thuận province plans to reduce its communes from 121 to 43 (comprising 34 communes, 8 wards, and 1 special zone, Phú Quý, a reduction of 64.5%).

Deputy Minister of the Interior Nguyễn Văn Hồi stated that the merger is more than just a change in administrative boundaries. It also entails reorganizing development spaces, administrative systems, and the overall political structure, particularly at the local government level, in line with the government’s strong decentralization efforts. This will also enhance local government autonomy and accountability.

The goal of the resolution is to reduce the number of administrative units at all levels, improve efficiency, streamline the government, enhance governance, and bring government closer to the people, better meeting the evolving needs of citizens.

Deputy Minister Nguyễn Văn Hồi stressed that effective implementation of administrative restructuring requires the provincial party committees to quickly develop and finalize plans that are scientific, logical, and feasible, tailored to local conditions, and compliant with legal regulations and guidelines from the Central Committee, Politburo, and Secretariat. Effective communication and engagement with civil servants and the public are also essential for achieving high levels of consensus.

Deputy Prime Minister Nguyễn Hòa Bình, who chaired the meeting, emphasized the urgency of the process. “We have very little time. If we don’t act decisively and quickly, we will not be able to meet the deadlines set by the Central Committee.” He also highlighted the need to balance speed with quality, ensuring no mistakes are made in the process.

Further, Deputy Prime Minister Nguyễn Hòa Bình also stressed the importance of fairly and transparently restructuring the civil service, including reassignments, transfers, retraining opportunities, and appropriate benefits packages for those who retire or transfer positions.

On the evening of April 19th, the Bình Thuận Provincial Party Committee held a ceremony commemorating 50 years of Bình Thuận Province’s liberation (April 19, 1975 – April 19, 2025). Deputy Prime Minister Nguyễn Hòa Bình and Deputy National Assembly Chair Nguyễn Đức Hải attended the event.

In his address, Deputy Prime Minister Nguyễn Hòa Bình commended the achievements of Bình Thuận’s party, government, military, and people over the past five decades. He urged the province to aim for even greater success, aiming to become a national energy and international tourism center with sustainable marine economic development. Bình Thuận should build modern cities that are harmonious with nature and improve the quality of life for its citizens.
