HCM City Administrative Map
Chiều 15/4, the Standing Committee of the HCM City Party Committee, term 2020-2025, held its 39th meeting. Key discussions included plans to restructure and reorganize administrative units at all levels, establish a 2-tiered local government model, consolidate provincial administrative units, and reorganize the party structure at the ward/township level within the HCM City Party Committee.
At the meeting’s opening, HCM City Party Secretary Nguyễn Văn Nên emphasized the importance, urgency, and critical nature of these issues. He urged delegates to leverage their responsibilities and contribute to the development of high-quality plans and proposals.
The Party Secretary noted that restructuring and reorganizing administrative units, along with establishing a 2-tiered local government model, is a complex issue with significant historical, cultural, scientific, legal, and practical implications. Detailed discussion of the plans and timelines for the restructuring is necessary.
Furthermore, the size, number, and names of wards and townships must meet requirements for area and population to facilitate future development. The restructuring must adhere to general guidelines, consider local conditions and specific needs, and respect the aspirations of the people.
Secretary Nguyễn Văn Nên also highlighted the need for close collaboration with neighboring Bình Dương and Bà Rịa-Vũng Tàu provinces during the restructuring process, including the realignment of ministries, agencies, specialized bodies, and government units. This collaboration aims to create a unified and harmonious structure.
At the meeting, the Standing Committee presented a draft plan for consolidating provincial administrative units. The draft proposal outlines a new administrative unit: HCM City, a municipality under the direct jurisdiction of the central government, created by merging the current HCM City, Bình Dương, and Bà Rịa-Vũng Tàu.
The new administrative unit will be formed concurrently with restructuring provincial and grassroots units. Following the restructuring, HCM City will effectively implement the 2-tiered local government model, leveraging the strengths of all three jurisdictions – land area, population, economic growth, and contributing to a new economic powerhouse in the Southeast region.
Post-merger, HCM City will have a projected area of over 6,700 square kilometers and a population exceeding 13.7 million, establishing a new megacity in the Southeast region.
For the ward/township level, HCM City plans to reduce the number of wards and townships from 273 to 102. The Party Committee assures that this consolidation ensures that wards/townships are not reduced to miniature districts and maintain a manageable population density and size to remain accessible to local residents.
This plan ensures that local governments can effectively oversee their areas, understand local issues, remain close to the people, and provide the best possible service. It also aims to stabilize administrative boundaries, minimizing the impact on existing maps and land records, as well as streamlining state-level management of construction and land throughout the transition process.
