On January 21, the 17th Executive Committee of the Hanoi City Party convened its 21st conference, marking significant progress in the city’s socio-economic development. In 2024, Hanoi’s budget revenue reached nearly 512 trillion VND, making it the top locality in the country for budget contributions, accounting for 23% of the national total.
Focus on Science, Technology, and Digital Transformation
At the conference, Mr. Nguyễn Văn Phong, Permanent Deputy Secretary of the Hanoi City Party Committee, emphasized the capital’s pioneering role in achieving breakthroughs in science, technology, innovation, and digital transformation. He referred to Resolution No. 57-NQ/TƯ dated December 22, 2024, issued by the Politburo, which outlines specific responsibilities for Hanoi as the nation’s largest center for education, training, and scientific research.
According to Mr. Phong, accelerating the application of science and technology alongside digital transformation not only enhances competitiveness but also promotes sustainable urban development. This is considered a top priority in the city’s 2026-2030 development strategy.
Socio-Economic Development Targets
The conference also discussed detailed socio-economic development targets for the 2026-2030 period. The average growth rate of the city’s Gross Regional Domestic Product (GRDP) is expected to reach 10.5-11%. GRDP per capita is projected to be approximately 291-298 million VND (equivalent to $11,500).
Additionally, investment capital in Hanoi during this period is estimated at 4.86-5 quadrillion VND (current prices), with labor productivity increasing by 8.5-9%. The agricultural sector’s share in GRDP is expected to decrease to below 1.3%, reflecting the ongoing modernization of the economic structure.
Mr. Phong noted that achieving double-digit growth is a significant challenge for the city. However, with support from experts, scientists, and recently approved master plans by the Prime Minister, Hanoi is confident in overcoming obstacles to meet its goals.

Facing challenges and opportunities in 2025, Mr. Nguyễn Văn Phong called on leaders of Party committees and local authorities at all levels to demonstrate responsibility and focus on guiding efforts to achieve the highest possible results in political tasks and socio-economic development. Special attention should be given to ensuring a safe and joyful Tết Ất Tỵ for residents, while organizing meaningful activities to commemorate the 95th anniversary of the Communist Party of Vietnam and the 95th anniversary of the Hanoi City Party Committee.
The unanimous assessment by all delegates present at the conference that the city Party Committee successfully fulfilled its 2024 tasks is seen as a major driving force for striving toward even higher achievements in the future.
