The Ca Mau Province Requests the People’s Committee of Ca Mau City to Review Certain Aspects Related to the “Most Beautiful Villa in Ca Mau.”

On August 27th, a leader from the Office of the People’s Committee of Ca Mau Province stated that Mr. Le Van Su, Deputy Chairman of the People’s Committee of Ca Mau Province, has requested the People’s Committee of Ca Mau City to review certain aspects related to the “Most Beautiful Villa in Ca Mau.”

“After hearing the report on the case, Deputy Chairman of the People’s Committee of Ca Mau Province, Mr. Le Van Su, requested the city to review certain aspects and report back to the province as soon as possible. Once the report is reviewed, the province will provide guidance for the city to handle the matter within its authority and inform the press so that the public can be informed,” the official added.

Previously, the Facebook account “Ho Tap” continuously posted images and videos about the construction process of the building considered the “Most Beautiful Villa in Ca Mau.” At the end of 2022, upon inspection by relevant authorities, it was determined that the construction was on land not yet converted for use and was ordered to stop temporarily.

According to the report from the People’s Committee of Ca Mau City, Mr. H.A.T., aged 41, residing in Tan Thanh Commune, Ca Mau City, the owner of the “Most Beautiful Villa in Ca Mau,” built the structure on two plots of aquaculture land without converting their usage rights. The construction includes a main house with a total area of 294.79 square meters, three floors (approximately 90% completed), and a side house along the fence with an area of 339.74 square meters.

After the deadline for the owner to dismantle the construction voluntarily, the People’s Committee of Ca Mau City proposed a plan for forced demolition of the villa.

The location of the two plots where Mr. T. constructed the villa includes part of the land designated for rural residential use and part for aquaculture. According to the land use plan for 2023 of Ca Mau City, these two plots were permitted to be converted to rural residential land.

Recently, Mr. T. submitted a request to the Secretary of the Provincial Party Committee of Ca Mau and the People’s Committee of Ca Mau for permission to convert the land usage based on Decision No. 195/QD-UBND dated April 12, 2024, which allowed the conversion of over 583 square meters of land.

However, the People’s Committee of Ca Mau City stated that the specialized agency had not yet implemented Decision No. 195 when the city issued Decision No. 196 to revoke and cancel the previous decision.

Therefore, Mr. T.’s request to proceed under Decision No. 195 lacks basis. Specialized agencies have explained and suggested that Mr. T. follow Decision No. 7309 concerning the portion of the land requiring proper land procedures, totaling 2,261.58 square meters.

In cases where the land procedures are not followed for the 2,261.58 square meter area, the initial state of the land before the violation must be restored. Additionally, the initial state of the land should be restored for the 1,303.22 square meter area (land unsuitable for urban planning and land use plans of the city).

The deadline for Mr. T. to comply with the land procedures as per Decision No. 7309 has expired, but the owner of the villa has not complied. Consequently, the People’s Committee of Ca Mau City has decided to enforce measures, compelling Mr. T. to rectify the consequences of his actions.

Mr. T. must comply within 15 days from receiving the decision. If he fails to do so voluntarily, enforcement will be carried out according to the law.
