His career has included numerous high-ranking positions, such as Deputy Director of the Hanoi Police, Deputy Director-General of the National Police, Director of the Anti-Corruption, Economic Crime, and Smuggling Investigation Bureau, and finally, Deputy Minister of Public Security. In 2021, he was promoted to Major General, and in 2023, he was further elevated to Lieutenant General.
In June 2024, Mr. Ngọc was appointed as the Secretary General of the Party Central Committee and became a member of the 13th Secretariat. With his extensive experience in security and state management, he is expected to make significant contributions to the Party’s leadership.
Biography of New Secretariat Member Trần Lưu Quang
Mr. Trần Lưu Quang was born in 1967 in Trảng Bàng City, Tây Ninh Province. He earned a Master’s degree in Public Management and a Bachelor’s degree in Mechanical Engineering, with substantial experience in both local and central administration.
After nearly a term as Deputy Chairman of the Tây Ninh Provincial People’s Committee, he served as Provincial Party Secretary before being transferred to Ho Chi Minh City as the Acting Secretary of the City Party Committee in early 2019. More than two years later, he took on the role of Secretary of the Hải Phòng City Party Committee, and was subsequently approved by the National Assembly to serve as Deputy Prime Minister from 2021 to 2026.
In August 2024, Mr. Quang was assigned to lead the Party Central Economic Commission. With his capabilities and strategic vision, he is expected to drive the country’s economic and social development policies forward.
