Key Leaders Retire Early: “Reluctant but Willing to Agree”

Recently, hundreds of officials, civil servants, and employees in Ha Tinh province have requested early retirement following the policy of streamlining and downsizing the administrative apparatus.

Notably, among these individuals are key leaders such as members of the Provincial Party Committee’s Standing Committee and heads of provincial departments, including Mr. Vo Hong Hai – Head of the Provincial Party Organization Committee and Mr. Le Ngoc Chau – Deputy Chairman of the People’s Committee of Ha Tinh Province.

In an interview with Dan Tri reporters, a leader from the Ha Tinh Provincial Party Committee stated that, in line with the general policy of the Politburo and the Central Committee of the Communist Party, Ha Tinh has actively promoted awareness campaigns, considering this policy to be appropriate.

To streamline the organizational structure, merge overlapping units, and ensure the appropriate number of leaders and staff, Ha Tinh has encouraged all potential candidates recommended by the Central Committee to retire early.

However, the province has emphasized the need to retain capable leaders and officials.

Regarding key leaders like Mr. Vo Hong Hai and Mr. Le Ngoc Chau, along with many other department heads, the Ha Tinh Provincial Party Committee acknowledges their dedication and excellent performance in their roles.

“Despite our reservations, in light of the broader context, these leaders have voluntarily requested early retirement to facilitate the restructuring and downsizing of the organizational machine. While we are reluctant to see them leave, we agree to create opportunities for others,” shared a leader from the Ha Tinh Provincial Party Committee.

As an example, when merging the Propaganda Commission and the Mass Mobilization Commission into the Propaganda and Mass Mobilization Commission, one Standing Member of the Provincial Party Committee would be redundant.

Given the extensive experience of this individual, they cannot be reassigned to lower positions or areas that do not match their expertise.

Thus, their early retirement will create opportunities for others and facilitate the reorganization process.

“In addition to the two key leaders, the Head of the Provincial Party Organization Committee and the Deputy Chairman of the People’s Committee, Ha Tinh has successfully persuaded numerous leaders and officials to retire early. This was achieved through awareness campaigns aligned with the Central Committee’s policies and the issuance of official documents regarding the retirement of staff to streamline the workforce.”

Leaders from the Ha Tinh Provincial Party Committee have urged all agencies and units to closely follow the directives and policies set by the Central Committee and the provincial government, ensuring the streamlining and optimization of the organizational structure.

The implementation of the downsizing policy at various agencies and units will strictly adhere to the Central Committee’s guidelines, meticulously executing each step while thoroughly examining all options based on the overarching policy, practices from other regions, and practical solutions from Ha Tinh.

Leaders from the Ha Tinh Provincial Party Committee have requested local authorities and units, particularly those in leadership positions, to demonstrate responsibility, promote awareness, and encourage eligible staff to retire early to achieve the desired objectives.

As previously reported by Dan Tri, Mr. Vo Hong Hai – Head of the Provincial Party Organization Committee and Mr. Le Ngoc Chau – Deputy Chairman of the People’s Committee of Ha Tinh Province, have both expressed their intention to retire early. Mr. Chau still has 30 months left in his term, while Mr. Hai has requested early retirement more than six months ahead of schedule.

The Ha Tinh Provincial Propaganda Commission has four leaders and officials who have agreed to retire early, including two deputy directors, one director, and one deputy director of a department.

The Department of Agriculture and Rural Development in Ha Tinh has seen 91 officials request early retirement to align with the policy of streamlining the organizational structure and merging with the Department of Natural Resources and Environment.
