In his early 2025 visit to Ho Chi Minh City (HCMC), Prime Minister Phạm Minh Chính chaired a meeting of the Steering Committee for Resolving Project Obstacles in the city (Committee 1568). Six key projects under the government’s purview were discussed to identify solutions and accelerate progress.
These projects include: Phase 1 Tide Barrier Project, Vành đai 2 from Phạm Văn Đồng to Gò Dưa, International University Urban Development Project, Saigon Centre-IV, Saigon Centre-V, and Saigon Sports City. These projects are crucial for HCMC’s socio-economic development.

Among these projects, the International University Urban Development Project in Tan Thoi Nhi Commune, Hoc Mon District, received specific directives from the Prime Minister. For the remaining five projects, the Prime Minister instructed the Ministry of Planning and Investment, the Committee 1568’s lead agency, to collaborate with relevant ministries, sectors, and the HCMC People’s Committee to formulate resolutions addressing obstacles, to be submitted to the government by January 22, 2025.
Notably, certain projects such as the tide barrier and Vành đai 2 have been stalled since 2020 due to payment procedure issues for BT investors. The idle construction sites over five years have resulted in significant waste and delayed the city’s development.

Regarding implementation methods, the Prime Minister directed the division of projects into three groups:
- Projects with existing precedents and regulations: Addressed according to current authority and regulations.
- Projects with existing precedents but no regulations: Studied for resolution based on previous successful cases.
- Projects without precedents or regulations: Propose suitable solutions and report to the government and National Assembly if necessary.
The Prime Minister emphasized: “In execution, each task must be completed thoroughly, with focus, clear responsibilities, timelines, and outcomes.”
Additionally, the Prime Minister required HCMC to base resolutions on Resolution 98/2023 of the National Assembly and other government resolutions, promptly completing and putting projects into use to avoid waste and losses. Results must be reported timely to the Committee 1568.
Beyond these key projects, the Prime Minister also directed the handling of two projects and three public assets in HCMC under the jurisdiction of relevant ministries and sectors:
- High-end apartment and office project at 11D Thi Sach Street: Led by the Ministry of Finance, collaborating with the Ministry of Culture, Sports and Tourism, the Ministry of Planning and Investment, and the HCMC People’s Committee.
- 7/5 Residential Area Project by Asung Company: Led by the Ministry of Natural Resources and Environment, collaborating with the Ministry of Public Security and the HCMC People’s Committee.
- Three public assets (including properties at 275 Hung Vuong Street, 140 Nguyen Thi Minh Khai Street, and 1 Ly Thai To Street): Led by the HCMC People’s Committee, collaborating with the Ministry of Finance and the Ministry of Industry and Trade.
For the Golden Saigon Plaza Joint Stock Company Project at 130 Ham Nghi Street, the Prime Minister tasked the HCMC People’s Committee to study and resolve the issue, reporting back to the Committee 1568.
With the Prime Minister’s detailed and resolute directives, it is hoped that key projects in HCMC will soon overcome obstacles, accelerate construction, and contribute to the city’s sustainable development.
