Proposal to Lower Retirement Age for Female Officials and Civil Servants to 55

Kiến nghị giảm tuổi nghỉ hưu với nữ công chức, viên chức còn 55 tuổi

Recently, voters in Quang Ngai province have proposed adjusting the retirement age for female officials, civil servants, and public employees to 55 years old. This proposal aims to align with the health conditions of workers and create more job opportunities for new graduates.

Why Adjust the Retirement Age?

According to voters, reducing the retirement age to 55 will help female officials, civil servants, and public employees better fulfill their duties. Additionally, this adjustment would provide job opportunities for younger generations, helping to reduce unemployment rates.

The Ministry of Labor, Invalids, and Social Affairs has responded to this proposal. They emphasize that the pension system is an integral part of social insurance policy, ensuring a monthly income for workers when they retire. To receive a pension, workers must meet two criteria: age and years of social insurance contributions.

Current Regulations on Retirement Age

Currently, the retirement age is regulated by the 2019 Labor Code. The code stipulates that the retirement age will gradually increase over time, with men increasing by 3 months each year and women by 4 months. Workers can retire up to 5 or 10 years earlier depending on their work conditions and health.

Increasing the retirement age has been carefully considered, taking into account factors such as the nature of the job, type of labor, and worker health. Workers in physically demanding, hazardous environments, or economically disadvantaged areas may retire earlier.

Perspective of the Ministry of Labor, Invalids, and Social Affairs

The Ministry of Labor, Invalids, and Social Affairs highlights that the issue of retirement age has been thoroughly discussed and agreed upon in Resolution 28 of the Seventh Plenary Session of the 12th Central Committee of the Communist Party. The National Assembly institutionalized this policy in the 2019 Labor Code, ensuring the consistency and sustainability of the social insurance fund.

Additionally, the Social Insurance Law passed by the 15th National Assembly also carries forward and ensures the consistency of the retirement age regulations established in the 2019 Labor Code.

Conclusion

Adjusting the retirement age for female officials, civil servants, and public employees to 55 years old is a proposal that requires careful consideration. However, current regulations have been developed based on comprehensive considerations of economic and social factors, as well as worker health. To ensure the sustainability of the social insurance fund, any policy changes should be implemented cautiously and with an appropriate timeline.
