On the afternoon of January 20, at the Central Party Headquarters, the Central Steering Committee for the development of science, technology, innovation, and digital transformation held its first meeting. General Secretary To Lam, the Head of the Committee, chaired the meeting with the participation of committee members and representatives from relevant ministries and sectors.

Strategic Directions for Science and Technology Development

In his keynote speech, the General Secretary emphasized the need to focus on key tasks and address institutional barriers to facilitate the development of science and technology. The Committee was tasked with working efficiently, avoiding formalities, and not overstepping the roles of functional agencies.

To achieve this goal, the General Secretary proposed specific solutions:

Building Foundations for National Digital Transformation

One of the key points raised by the General Secretary was the establishment of a Monitoring and Evaluation Index to track the implementation of Resolution No. 57-NQ/TW. This index needs to be finalized and implemented by Q2 2025 to ensure practicality and timely resolution of bottlenecks.

Additionally, the General Secretary highlighted the role of the National Advisory Council in balancing the ratio between top scientists, industry experts, and business representatives. This ensures practical effectiveness in policy implementation.

Key Tasks for 2025

1. Developing High-Quality Human Resources

The government is required to develop specific plans to train and attract scientific and technological talents. Special mechanisms should be put in place to encourage overseas Vietnamese and international experts to work, live, and contribute to Vietnam’s development.

2. Administrative Procedure Reform

The Prime Minister will direct the simplification of administrative procedures related to scientific research and technological development. Simultaneously, autonomy in research funding usage will be granted to increase efficiency.

3. Investment in Strategic Technologies

Ministers from relevant ministries have been assigned specific tasks:

  • Ministry of Public Security: Implementing the 06 Project ecosystem and the National Data Center.
  • Ministry of Information and Communications: Expanding nationwide 5G mobile broadband networks.
  • Ministry of Science and Technology: Developing strategic technology and industrial programs.
  • Ministry of Finance: Allocating budgets for strategic technologies as per Resolution No. 57.
