Cục Traffic Police (Ministry of Public Security) reported that around 3 PM on January 30 (the second day of Tet), Mrs. N.T.D. (born in 1964, residing in Hanoi) was driving a 7-seater car with license plate 30G-156xx heading towards Nam Dinh City via Cau Vo. The vehicle carried eight family members of Mrs. D., including her husband, two children, one grandchild, and the couple and two children of Mr. N.V.T. (born in 1986, residing in Thanh Oai District, Hanoi).

Tragic Sequence of Events

As the car approached Nam Van Ward (Nam Dinh City), it suddenly lost control, crashed through a guardrail, and plunged into a canal beside National Highway 21. The vehicle overturned in the canal, resulting in severe consequences.
