Bộ Quốc phòng Việt Nam is seeking feedback on a new decree regarding policies for defense industrial establishments, security institutions, and workers in this field. Notably, proposed maximum salary levels for key positions such as chief engineers, leading scientists, and experts have garnered significant attention.

Proposed Maximum Salaries

According to Article 18 of the draft, the Ministry of Defense proposes the following monthly salary caps for key positions when using state funds:

  • Chief Engineer: 220 million VND/month
  • Leading Scientist: 180 million VND/month
  • Expert: 150 million VND/month

In addition to fixed salaries, these individuals will also receive bonuses and benefits based on their performance outcomes as agreed upon. For foreign experts or Vietnamese nationals working abroad, salaries will be adjusted according to regional or national standards based on their citizenship.

Additional Benefits for Experts

The Ministry of Defense also proposes several additional incentives to attract and retain high-quality experts. Notable benefits include:

  • Flexible Salary and Bonuses: Experts and those holding research and technology positions can negotiate salaries, bonuses, and benefits with defense-related enterprises.
  • Regular Fund Allowance: Individuals participating in defense and security activities at non-enterprise facilities will receive allowances from regular funds or other legitimate sources.
  • Housing and Transportation Support: If experts do not have personal housing or live more than 30km away from their workplace, they will be provided with official accommodation or transportation means. In cases where available resources are insufficient, priority will be determined by the facility’s leadership.

Career Advancement Opportunities in the Armed Forces

Another notable aspect of the Ministry’s proposal is the recruitment and advancement opportunities for experts outside the armed forces. Individuals with a long-term commitment to key defense industrial establishments will be considered for officer positions. They will also be prioritized for higher ranks and salary grades, depending on their capabilities and roles.

The Significance of the New Policy

These policies not only create favorable conditions for attracting talent but also enhance the effectiveness of the defense industry. Improved salary and benefit structures help Vietnam build a high-quality expert team capable of meeting future sustainable development needs.

Conclusion

The draft decree from the Ministry of Defense promises significant positive changes for the defense industry and security sector. With attractive incentives, Vietnam aims to attract talented experts contributing to the nation’s development. Stay tuned for updates to follow the latest developments on this policy.
