Strengthened Traffic Violation Penalties: Effectiveness and Challenges of Decree 168/2024

Since Decree 168/2024 came into effect, traffic order and safety have shown positive improvements. According to the Traffic Police Department (Ministry of Public Security), the number of traffic accidents has significantly decreased across all three criteria: the number of incidents, fatalities, and injuries. However, a portion of the population still fails to strictly adhere to the law, particularly at key intersections in the capital.

Positive Changes from the New Decree

Decree 168/2024 not only increases fines but also introduces new regulations aimed at enhancing traffic awareness. Deputy Director General of the Traffic Police Department, Colonel Phạm Quang Huy, emphasized that this decree has a deep humanistic value. Regulations such as yielding to pedestrians and requiring the use of child safety seats in cars protect the rights of vulnerable groups and contribute to building a safer society.

In addition to increased penalties, a point deduction system for driving licenses has been implemented. This encourages drivers to be more responsible in their behavior and ensures they can continue driving even if they haven’t lost all points.

Traffic Violations in Hanoi

Despite notable improvements, traffic violations persist in many areas. On the morning of February 4, Traffic Police District 7 (Hanoi Traffic Police Division) set up checkpoints on Nguyen Xien Street. Many violations were recorded, including driving against traffic, running red lights, and riding on sidewalks.

An example is Mr. N.V.K., 22 years old, who was caught driving against traffic on Nguyen Xien Street. Upon being informed of a fine ranging from $178 to $267 (4-6 million VND) and a deduction of 2 points from his license, he expressed regret: “This is my first and last time violating the law like this.” He explained that he had overslept and chose to drive against traffic to avoid congestion.

Not only Mr. K., but a girl riding a motorbike with a Thai Nguyen license plate was also caught driving against traffic to avoid traffic jams. She hoped to be exempted from the violation but the police insisted that all actions must strictly follow the law, especially those that could lead to accidents like driving against traffic or running red lights.

Results of Violation Handling in 2024

According to statistics from Traffic Police District 7, from the beginning of the year until now, they have handled 127 cases of driving against traffic, 194 cases of running red lights, and 39 cases of riding on sidewalks. These numbers reflect the ongoing prevalence of violations, necessitating stronger measures from authorities.
