Prime Minister Urges Ministries and Localities to Review Stalled Investment Projects

Prime Minister Phạm Minh Chính recently signed Government Directive No. 13 on February 8, urging ministries, sectors, and localities to promptly review and report all investment projects facing difficulties, obstacles, and prolonged delays to resolve issues and implement projects immediately. This is a crucial step to promote socio-economic development, minimize wastage of state, business, and public resources.

In recent times, the Prime Minister has issued numerous directives requiring ministries, sectors, and localities to focus on reviewing projects with difficulties and delays, swiftly implementing solutions to resolve them and commence projects promptly. This not only aids in socio-economic development but also ensures efficient use of national resources.

To support the Prime Minister’s specific and ongoing directives, the Prime Minister established the Steering Committee for Reviewing and Resolving Difficulties and Obstacles in Projects under Decision No. 1568 on December 12, 2024, chaired by Deputy Prime Minister Nguyễn Hòa Bình.

Current Situation

The Ministry of Planning and Investment issued Circular No. 10339 on December 16, 2024, requesting ministries, ministerial-level agencies, and provincial people’s committees to submit reports on reviewing and resolving difficulties and obstacles related to projects to the Ministry of Planning and Investment by January 20. However, as of February 7, only 33 localities had submitted their reports.

The Prime Minister commended the ministries, agencies, and localities that actively fulfilled their tasks and submitted reports on time. At the same time, he criticized and requested the 30 localities that failed to submit reports to identify individual responsibilities and report back to the Prime Minister by February 17. Additionally, they were required to report the results of reviewing state-owned enterprises and corporations to the Prime Minister by February 15, with the Ministry of Finance consolidating and reporting back.

Solutions and Requirements from the Prime Minister

To promptly address difficulties and obstacles in investment projects nationwide and avoid administrative reprimands and resource wastage, the Prime Minister requires: Ministers, heads of ministerial-level agencies, and provincial people’s committee chairmen to thoroughly review and comprehensively compile all projects facing long-term difficulties and delays, submitting reports no later than February 15. They must take full responsibility before the government and Prime Minister for the completeness and accuracy of reported information, content, and figures.

After February 15, any ministries, agencies, or localities that have not submitted review and resolution reports on project difficulties and obstacles will face an inspection by the Government Inspectorate to determine and handle responsibilities strictly according to the Central Steering Committee’s regulations on preventing corruption, waste, and negativity.

The Prime Minister also assigned Deputy Prime Minister Nguyễn Hòa Bình to direct ministries, agencies, and localities to execute assigned tasks, handle arising issues within their authority, and report to the Prime Minister any matters exceeding their authority.
