The conference announced decisions to establish the Party Cell of the People’s Committee Office, the Trade Union of Binh Dinh Province, and the Youth Union of the People’s Committee, and implemented several important matters within the authority of the Party Executive Board.

Addressing the conference, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People’s Committee, stated that the model of the Party Executive Board and the Standing Committee of the Party Committee is new. However, the essence of the work remains unchanged, with only adjustments made to the management and operation processes. The party cells and party branches remain intact, and are now more centralized, making operations easier.
“The working approach of the Provincial People’s Committee and the Party Committee must be very fast and efficient. While the central government works by the hour, we must work by the minute,” emphasized Mr. Pham Anh Tuan.

According to Mr. Pham Anh Tuan, strict adherence to professional ethics, anti-corruption measures, and the efficient resolution of tasks on a daily basis are essential. In particular, party affairs must be expedited to keep pace with the directives of the Standing Committee of the Party Committee and the Provincial Party Committee.
“All actions should be for the common good and the development of Binh Dinh, placing people and businesses at the center. Violations by officials and party members will be dealt with strictly, while timely recognition will be given to those who excel in their duties,” said Mr. Pham Anh Tuan.
The Chairman emphasized that the Party Committee of the People’s Committee is responsible for implementing top-level directives. Therefore, it is crucial to change work practices and set an example by leading the way in task execution.

With the spirit of being bold, taking responsibility, and following the five clear principles outlined by the Prime Minister—clear person, clear task, clear duty, clear timeline, and clear result—the province aims to set an example, maintain discipline, focus, and achieve breakthroughs.
Specifically, the Party Committee of the People’s Committee must excel in personnel management, recognizing it as the core priority. Talent should be highly valued.
“Currently, the Central Committee has many breakthroughs in personnel management. If talented individuals are identified, they can be promoted directly to leadership positions, regardless of their tenure,” noted Mr. Pham Anh Tuan.
The Chairman underscored that there will be no nepotism or cronyism in personnel selection. Binh Dinh must select truly capable individuals, which is of utmost importance.
The Chairman highlighted that the current work atmosphere is intense and urgent. In 2025, Binh Dinh aims for GDP growth of 8.5% to 9%, preparing for future double-digit growth.
“This must be implemented swiftly to prepare for visits from the Central Committee and the Government. It’s not enough to just talk about numbers and fail to meet them by year-end. The Central Committee will thoroughly review our methods to ensure feasibility,” the Chairman added.
Regarding organizational restructuring, Mr. Pham Anh Tuan stated that this is an urgent matter, and Binh Dinh is ready, awaiting Central directives to proceed.
