In his opening remarks, Prof. Dr. Le Hai Binh, Editor-in-Chief of the Communist Review, emphasized that General Secretary To Lam has clearly set the nation’s goals: becoming an industrialized modern country by 2030 and a high-income developed nation by 2045. Achieving these goals requires science, technology, innovation, and digital transformation to be considered key drivers.

Dr. Binh underscored that these are the “golden keys” to help Vietnam overcome the middle-income trap and the risk of falling behind, while realizing the nation’s aspirations for strength and prosperity. The Party and State have always recognized the significant role of science and technology in national development. The Fourth Party Congress identified the scientific and technological revolution as one of the three necessary revolutions to build socialism.

In practice, implementing the Party’s resolutions on strengthening scientific and technological capabilities since the country embarked on the renewal process has yielded many positive results, contributing to the comprehensive development of the nation.

To avoid falling behind, Dr. Chuan emphasized that Vietnam needs to find a “shortcut” and lead the way, especially by preparing a highly skilled workforce capable of adapting to the knowledge economy and digital economy.

The Role of “Three Houses”

Prof. Dr. Vo Van Phuc proposed a model of cooperation between “three houses”: the state, scientists, and businesses. In this model, the state plays a role in guiding and promoting development; citizens and businesses are central, serving as the primary source of innovation.

Dr. Phuc also recommended that the state establish pilot mechanisms to allow businesses to experiment with new technologies, while exempting them from liability for economic losses due to objective reasons during the testing phase.
