Central Committee Decides on Streamlining Political System Structure

General Secretary Tô Lâm has signed and issued the conclusions of the Central Committee regarding the finalization of Resolution No. 18, aimed at reforming and streamlining the organizational structure of the political system. This strategic move aims to build a more efficient and effective streamlined system.

Major Adjustments in Party Organization Structure

According to the approved plan, many party-affiliated agencies will undergo significant changes. The Central Committee’s External Relations Department will cease operations, with its functions and responsibilities transferred to the Ministry of Foreign Affairs and the Party Committee of the Ministry of Foreign Affairs.

The Party Committees for Central Agencies and Central Enterprises will also be dissolved. Central-level and provincial-level party groups and standing committees are also part of the restructuring list.

The Central Committee has decided to establish four Party branches directly under the Central Committee, including: the Party branch for central party agencies; the Party branch for the National Assembly; the Party branch for the Government; and the Party branch for the United Front and central mass organizations. Additionally, the Central Propaganda Commission and the Central Mass Mobilization Commission will merge into the Central Propaganda and Mass Mobilization Commission. The Central Economic Commission will be renamed the Central Policy and Strategy Commission to reflect its expanded role.

Mergers and Upgrades at the National Assembly

Regarding the National Assembly, the Foreign Affairs Committee will disband, with its tasks being transferred to the National Defense and Security Committee, the National Assembly Office, and the Ministry of Foreign Affairs. The National Defense and Security Committee will be renamed the National Defense, Security, and Foreign Affairs Committee.

Furthermore, the National Assembly will merge several agencies to enhance operational efficiency. Specifically, the Legal Committee and the Judiciary Committee will merge into the Legal and Judiciary Committee; the Economic Committee and the Finance and Budget Committee will combine into the Economic and Finance Committee; and the Social Committee and the Culture, Education, and Youth Committee will be merged into the Cultural and Social Committee.

Two agencies under the Standing Committee of the National Assembly will also be upgraded. The People’s Petitions Board will become the National Assembly’s Oversight and Petitions Committee, while the Deputies’ Work Board will be elevated to the National Assembly’s Deputies’ Work Committee.

Future Development Directions

The Central Committee emphasizes the need to continue researching and refining the organizational model of the political system to enhance leadership and state management capabilities. In particular, party agencies must truly act as the “general staff,” leading the process of innovation and development.

This reform not only helps streamline the system but also contributes to improving supervision quality and social critique, while promoting people’s ownership rights. These steps are crucial towards building a modern, transparent, and efficient political system.
