Standing Secretary of the Communist Party Central Committee Tran Cam Tu has just signed and issued Directive 42 from the Politburo on strengthening Party leadership over promoting frugality, integrity, impartiality, and selflessness.
Accordingly, the Politburo calls for the simultaneous implementation of four key policies: fostering education on frugality, integrity, impartiality, and selflessness to “prevent desires for corruption, wastefulness, and negativity,” while tightening discipline, supervision, and improving strict institutions to ensure “no room for corruption, wastefulness, or misconduct.”
Additionally, the Politburo demands that violations be addressed without禁区 (restricted zones) or exceptions, ensuring “no one dares to engage in corruption, wastefulness, or misconduct.” It also emphasizes improving living standards for party members, public employees, officials, and workers so they “do not need to resort to corruption or misconduct.”

For party members, especially senior leaders, heads of party committees, government authorities at all levels, the Politburo requires setting examples in learning and practicing revolutionary ethics, particularly in frugality, integrity, impartiality, and selflessness in this new era.
At the same time, party members must strictly and exemplarily comply with Party regulations, national laws, codes of conduct, and professional ethics; defend what is right and oppose what is wrong.
The Politburo’s directive also calls for reforming and improving content, forms, and methods to enhance the effectiveness of teaching frugality, integrity, impartiality, and selflessness, tailored to different groups. It highlights the importance of training and enhancing skills for reporters, lecturers, and teachers.
The Politburo mandates incorporating revolutionary ethics, particularly frugality, integrity, impartiality, and selflessness, into core curricula for political theory training, leadership development, and knowledge updates for officials at all levels.
Moreover, the Directive stresses reviewing, supplementing, and finalizing Party regulations, national laws, and organizational rules as well as community codes of conduct regarding education and practice of frugality, integrity, impartiality, and selflessness. This fosters a culture of integrity, thrift, and zero tolerance for corruption, wastefulness, and misconduct across government agencies, organizations, and the political system.
The Directive requests regular inspections, supervision, and monitoring of the leadership, direction, and implementation of Party policies and national laws on educating and practicing frugality, integrity, impartiality, and selflessness, along with building a culture of integrity and thrift.
The Central Commission for Discipline Inspection is tasked with reviewing, supplementing, and finalizing regulations on disciplinary actions against party committees, organizations, and members who fail to comply with Party guidelines on educating, studying, and practicing frugality, integrity, impartiality, and selflessness.
