A deputy party secretary and former chairman of Quảng Phú People’s Committee (now Quảng Phú Ward, Thanh Hóa City), Nguyễn Văn Sự, has been disciplined for violating land compensation regulations in the 2011 National Highway 47 upgrade project.
Mr. Sự was a member of the compensation assessment board for Tiểu dự án 1 of the National Highway 47 upgrade project. During his duties, he completed compensation documentation for two residents, Nguyễn Văn Dũng and Lê Văn Hoanh, despite knowing their land was encroached and lacked proper documentation.
Despite the applications from these two households being rejected by the assessment team for discrepancies with the land being acquired, Mr. Sự submitted a report claiming the land use was stable and dispute-free to the land acquisition committee. This led to the approval of compensation estimates, causing a loss of over 924 million VND to the state.
Mr. Sự’s actions severely violated regulations regarding land compensation, resettlement, and support during the state’s land acquisition. On February 6th, the investigative agency initiated legal proceedings and placed Mr. Sự under temporary detention.
