General Retirement Conditions

According to Clause 1, Article 169 of the 2019 Labor Code, workers participating in social insurance (SI) are eligible for a pension when they meet two conditions: fulfilling the required SI contribution period as per legal regulations and reaching the retirement age.

Starting from 2021, the retirement age for workers under normal working conditions is 60 years and 3 months for male workers and 55 years and 4 months for female workers. Thereafter, the retirement age increases by 3 months annually for men and 4 months annually for women. The retirement age adjustment roadmap is outlined in the following table:

Thus, starting in 2025, the retirement age under normal working conditions will be 61 years and 3 months for male workers and 56 years and 8 months for female workers.

Before July 1, according to Article 54 of the 2014 Social Insurance Law, the minimum SI contribution period required to receive a pension is at least 20 years of contributions.

From July 1 onward, pension eligibility conditions will be updated according to Article 64 of the 2024 Social Insurance Law. Accordingly, workers who reach retirement age can receive a pension if they have contributed to social insurance for at least 15 years.

Early Retirement Conditions

From July 1 onward, with the implementation of the 2024 Social Insurance Law, one of the two key pension eligibility criteria changes—reducing the minimum SI contribution period from 20 years to 15 years. Therefore, the conditions for early retirement for workers will also be adjusted accordingly.
