On the night of January 19, Ninh Binh province held a ceremony to announce the establishment of Hoa Lu City and recognized it as a first-class city. According to the Deputy Prime Minister’s directives, to achieve the goal of becoming a centrally-administered city, Ninh Binh must focus on enhancing urban quality sustainably, in line with Resolution No. 06-NQ/TW of the Politburo. Specifically, Hoa Lu City, newly established through the merger of Ninh Binh City and Hoa Lu District, is being positioned as a “Millennium Heritage City.”
Hoa Lu City is now the 19th first-class city directly under a provincial administration nationwide and the first and only heritage city in Vietnam. This achievement is the result of consistent efforts over multiple terms by the Party Committee, government, and people of Ninh Binh.

This includes preserving and promoting traditional cultural values such as knowledge, beliefs, arts, and lifestyles.
Additionally, the city should blend the ancient capital’s cultural identity with modern elements to create an image of “refined, friendly, and welcoming” citizens. The restoration of architectural landmarks like palaces, mausoleums, and city walls, along with the organization of festivals and traditional crafts, will enrich the spiritual lives of residents.
