The Deputy Prime Minister Lê Thành Long has mandated a significant acceleration of the construction projects for the new facilities of Bạch Mai and Việt Đức Hospitals, aiming to rapidly address the surging demand for medical services. These projects, initiated in 2014, have faced considerable obstacles during their development.

On February 19, 2025, Deputy Prime Minister Lê Thành Long held direct meetings with stakeholders to identify and resolve the challenges hindering the completion of these hospital expansions. Previously, the Government issued Resolution 34 to facilitate solutions for these challenges. The Ministry of Health swiftly implemented an action plan, assigning responsibilities to relevant agencies to ensure timely project completion.

The Ministry of Health established a task force to oversee and guide the implementation process. All parties involved—developers, contractors, hospitals, and related government agencies—were directed to accelerate their efforts to complete the projects before the end of 2025.

Requirements for Expedited Completion

According to reports from contractors and project management teams, immediate priorities are contract adjustments, improved construction phases, and procurement of necessary equipment. Specifically, Bạch Mai Hospital’s contractor committed to completing and installing equipment by August 15, 2025, while Việt Đức Hospital’s contractor aims to complete construction by October 15, 2025.

Deputy Prime Minister Lê Thành Long has mandated a reduction in completion time of at least one month to address the pressing public need. He emphasized the resolution of issues concerning contract amendments, Ministry of Construction approvals, and securing sufficient financial resources.

Specific Tasks

The Deputy Prime Minister’s directives include:

  • Developers and project managers: Expedite the submission of contract amendment documents to the Ministry of Construction for swift review.
  • Contractors: Enhance productivity and commitment to meeting the accelerated timelines.
  • Ministry of Construction: Streamline approvals and expedite requests from contractors.

Consequences of Delays

Bạch Mai Hospital is currently experiencing severe capacity strain, with 8,000 outpatients and 4,300 inpatients, leading to patient overcrowding. The early activation of the new facility will significantly alleviate the strain on the existing hospital, ensuring quality of care and improved treatment conditions for the public.
