On February 8th, authorities from the Provincial Police Department of Phu Yen announced that the Investigation Agency of Song Cu Town Police had issued an emergency detention order for Mr. Pham Quoc Huy (40 years old, residing in Gia Lai Province).
Mr. Huy was driving a passenger bus that crashed into a median strip on National Highway 1 in Phu Yen Province, resulting in three deaths and 26 injuries.
Investigations revealed that Mr. Huy caused the accident while operating a 54-seat passenger bus without the required license.

The Traffic Police Division of Phu Yen Province stated that Mr. Huy only presented a Class C driver’s license, whereas a Class E license is required for vehicles with more than 30 seats.

Authorities determined that Mr. Huy had no traces of alcohol or drugs in his system.
Additionally, according to information from the Traffic Police Division, Company Limited Tan Kim Chi (headquartered in Da Nang City) had hired the involved passenger bus from a company based in Ho Chi Minh City for transportation services.
Prior to the incident, at around 1 AM on February 8th, the Tan Kim Chi passenger bus was traveling on National Highway 1 from north to south. It lost control near Xuan Thinh Commune, Song Cu Town, Phu Yen Province, crashing into a median strip and overturning.
The crash resulted in 29 casualties, including three fatalities, seven severely injured individuals, and 19 with minor injuries such as sprains and fractures; some of the less seriously injured were released to recover at home.
