After nearly two days of intensive and highly responsible work, the 13th Central Committee Conference of the Communist Party has officially concluded on the afternoon of January 24. Dân trí is honored to present the full text of the important closing speech delivered by General Secretary To Lam.
Screening Incompetent Cadres to Strengthen Political System Efficiency
In his speech, General Secretary To Lam emphasized that the Central Committee unanimously agreed with the report summarizing Resolution 18-NQ/TW on restructuring and streamlining the organization of the political system. This move is considered a revolution aimed at enhancing the effectiveness, efficiency, and operational capacity of government agencies and units.
Specifically, the Central Committee requires all ministries, sectors, and localities to implement synchronized measures based on the achievements from seven years of implementing Resolution 18. The goal is to improve organizational models, strengthen Party leadership, enhance state management, and promote people’s ownership.
Notably, this process will focus on reviewing, evaluating, and screening cadres. Those lacking in integrity, competence, or credibility will be removed from their positions. Simultaneously, mechanisms for selecting and assigning suitable cadres—prioritizing those with both virtue and talent who are eager to contribute to the nation—must be established.
The application of information technology and digital transformation is also identified as a key factor in reforming organizational structures. The restructuring must ensure continuous operations without affecting people’s lives or businesses.
Accelerating Efforts to Escape the “Middle-Income Trap”
Another crucial topic discussed at the conference was the socio-economic development strategy for the 2025-2030 period. Accordingly, the Central Committee set a target GDP growth rate of 8% for 2025 and aims to maintain double-digit growth during 2026-2030. This is intended to help Vietnam escape the “middle-income trap” and become a developed country by 2045.
To achieve these goals, the Central Committee calls on party committees, governments, and socio-political organizations to focus on three strategic breakthroughs, particularly institutional reforms. Specific solutions include:
- Improving the legal framework and resolving bottlenecks in administrative procedures, land, public investment, and business laws.
- Unlocking public investment resources, promoting private investment, and selectively attracting FDI.
- Developing strategic infrastructure such as transportation, energy, and digital infrastructure; fostering scientific research, innovation, and digital transformation.
Additionally, efforts should expand export markets, diversify products and supply chains, and boost domestic consumption. Emerging industries like artificial intelligence, big data, cloud computing, and renewable energy will also be prioritized.
Personnel Reorganization and Leadership Strengthening
The conference also elected three additional members to the Central Inspection Commission, restructured the position of Chief of the Central Inspection Commission, and added one member each to the Politburo and Secretariat. One member resigned from the Central Committee due to disciplinary violations.
These decisions are expected to strengthen Party leadership, improve inspection and supervision efficiency, and prepare personnel for the upcoming 14th National Congress.
Conclusion and Implementation Guidelines
In concluding his speech, General Secretary To Lam affirmed that the conference had been successfully completed. The approved contents must be immediately implemented with proactivity, creativity, and determination. Particularly, ahead of the upcoming Lunar New Year, all levels of the Party must prioritize improving people’s living standards while commemorating the 95th anniversary of the Party’s founding.
General Secretary To Lam expressed deep gratitude to the agencies that prepared meticulously for the conference and extended New Year wishes to all cadres, Party members, and citizens. He then declared the conference closed in an atmosphere of optimism and high resolve.
