In attendance were Comrade Tran Cam Tu, Politburo member and Permanent Member of the Secretariat; Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, and Head of the Central Inspection Commission; Comrade Le Hoai Trung, Secretary of the Party Central Committee and Director of the Party Central Committee’s Office; along with other members of the Party Central Committee and leaders of the Party Central Committee’s Office.
At the meeting, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, and Head of the Central Inspection Commission officially transferred the duties of Director of the Party Central Committee’s Office to Comrade Le Hoai Trung, Secretary of the Party Central Committee and new Director of the Party Central Committee’s Office.
In his remarks, General Secretary To Lam emphasized that although Comrade Nguyen Duy Ngoc held the position for a relatively short time, he successfully upheld the traditions of the Party Central Committee’s Office, working closely with the leadership team to complete assigned tasks efficiently. Notably, the work of the Politburo and the Secretariat in 2024 was completed early with high quality, demonstrating a strong sense of responsibility, dedication, and proactive creativity in advisory work.
The General Secretary highlighted that Comrade Le Hoai Trung is a capable and experienced leader who has been trained and tested through various leadership roles both domestically and internationally. The General Secretary expressed confidence that on this new post, Comrade Le Hoai Trung, along with the leadership team and staff of the Party Central Committee’s Office, will excel in their duties.
The General Secretary noted that as the final year of the 13th Congress of the Communist Party of Vietnam, the entire party, people, and political system are accelerating efforts to achieve the resolutions of the 13th Congress. The entire system is implementing the conclusions of the Central Committee, summarizing Resolution No. 18 on streamlining organizational structures, and preparing for the 14th Congress. Therefore, the role of the Party Central Committee’s Office is crucial.
The General Secretary stressed the need to focus on building an exemplary office in all areas of work, maintaining unity and consistency within the leadership team, and enhancing proactivity, initiative, and creativity in advisory work. He also emphasized the importance of strategic advisory work and ensuring timely follow-up and supervision of key tasks.

The General Secretary called for the development of a competent cadre within the Party Central Committee’s Office that meets current demands. He emphasized the need to complete the restructuring and upgrading of the office’s organizational structure while focusing on building a cadre capable of fulfilling the country’s requirements in the present era.
The General Secretary underscored that the Party Central Committee’s Office, as the permanent body of the Steering Committee for Resolution No. 57 and the lead agency for the digital transformation project in the Party, must intensify the application of science and technology in advisory work. He urged the office to pioneer in digital transformation, shifting from traditional advisory methods to data-driven, automated advisory services to support leadership and management based on accurate data.
The General Secretary expressed confidence that the staff of the Party Central Committee’s Office, particularly Comrade Le Hoai Trung, would continue to leverage their strengths, be dynamic, and creative, maintaining and promoting the office’s tradition of “absolute loyalty, unity, creativity, diligence, meticulousness, and adherence to principles.”
The General Secretary hoped that Comrade Le Hoai Trung and the leadership team of the Party Central Committee’s Office would continue to strive to lead the office in fulfilling its tasks assigned by the Politburo and the Secretariat.
In his remarks at the handover meeting, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, and Head of the Central Inspection Commission, thanked the leadership of the Party, the members of the Politburo and the Secretariat, and the leaders of the Party Central Committee’s Office. He also acknowledged the contributions and dedication of the office’s staff, which were critical to the successful completion of recent tasks.
Comrade Nguyen Duy Ngoc expressed his belief that the office’s cohesive, dedicated, and principled work ethic is a vital foundation that should be maintained and further developed to ensure the office remains a strategic, essential, and confidential body of the Party Central Committee.
Comrade Le Hoai Trung, in his remarks, expressed his honor and responsibility in accepting the new role. He pledged to actively learn and study new issues, enhance his capabilities, and work diligently alongside the leadership, staff, and employees of the Party Central Committee’s Office to maintain unity and uphold the office’s traditions. He vowed to build on the achievements of previous leadership and under the guidance of the Central Committee, Politburo, and Secretariat.
Recognizing the significant challenges ahead, Comrade Le Hoai Trung sought continued support and leadership from the General Secretary, Permanent Member of the Secretariat, members of the Politburo and Secretariat, as well as close cooperation from central ministries and local authorities. He also expressed his appreciation for the support from the leadership and staff of the Party Central Committee’s Office to fulfill the assigned tasks.
