General Secretary To Lam delivered significant remarks at the closing session of the 13th Central Committee of the Communist Party on January 24. He emphasized the need to streamline the organizational structure of the political system and create new impetus for national development.

Streamlining Organizational Structure – A Necessary Revolution

General Secretary To Lam stated that the Central Committee unanimously agreed with the Report summarizing Resolution 18 and the plan to streamline the organizational structure of the political system. He stressed that this is a revolutionary process requiring high political resolve from all ministries, agencies, units, and localities.

Accordingly, agencies must promptly perfect institutional mechanisms, clearly define the powers and responsibilities of legislative, executive, and judicial bodies. Additionally, clarifying the responsibilities between the Central Government and localities, as well as among different levels of local authorities, is crucial.

Creating Jobs for Workers Transitioning from Public to Private Sectors

One notable point was General Secretary’s directive to study mechanisms for creating jobs for workers transitioning from state-owned enterprises to private sectors. This aims to ensure labor rights for all citizens of working age while efficiently utilizing labor resources.

Streamlining Police and Inspection Organizations

General Secretary also directed the urgent implementation of the proposal to streamline the organizational structure of local police forces into a three-tier model (“central, provincial, commune”) without setting up police departments at the district level. For the inspection system, he requested continued research to refine and restructure it to ensure efficiency, effectiveness, and performance.

Promoting Economic and Social Development

General Secretary emphasized the target of achieving an 8% growth rate by 2025 and maintaining double-digit growth rates in the 2026-2030 period. To achieve these goals, he called for focusing on three strategic breakthroughs, particularly the breakthrough in institutional reforms, which he referred to as “the breakthrough of breakthroughs.”

Additionally, addressing bottlenecks in the real estate market and corporate bond market is considered a critical task. Efficient use of public investment resources, promoting private investment, and selectively attracting FDI are also essential.

Strengthening Organization and Personnel

The Central Committee also elected three additional members to the Central Inspection Commission, appointed a new Chairman of the Commission, and elected one additional member to the Politburo and one to the Secretariat. These appointments aim to strengthen the Party’s leadership, improve inspection and supervision work, and prepare for the upcoming 14th Congress.
