Additionally, clarifying the responsibilities between the Central Government and localities, as well as among different levels of local authorities, is crucial.
Creating Jobs for Workers Transitioning from Public to Private Sectors
One notable point was General Secretary’s directive to study mechanisms for creating jobs for workers transitioning from state-owned enterprises to private sectors. This aims to ensure labor rights for all citizens of working age while efficiently utilizing labor resources.
Streamlining Police and Inspection Organizations
General Secretary also directed the urgent implementation of the proposal to streamline the organizational structure of local police forces into a three-tier model (“central, provincial, commune”) without setting up police departments at the district level. For the inspection system, he requested continued research to refine and restructure it to ensure efficiency, effectiveness, and performance.
Promoting Economic and Social Development
General Secretary emphasized the target of achieving an 8% growth rate by 2025 and maintaining double-digit growth rates in the 2026-2030 period.
