According to the Ministry of Finance, the permanent office of the Steering Committee, as of March 25, a total of 1,533 projects faced difficulties and obstacles. These include 338 public investment projects, 1,126 non-budgetary investment projects, and 69 PPP projects. The Ministry of Finance also received feedback from businesses concerning 12 projects encountering challenges.
Difficulties are categorized into 17 diverse issues, encompassing public asset management, public investment fund management, land use change, project suspension, recovery, and termination, and more. Categorization by handling authority is clearly defined, ranging from the National Assembly and the Government, to the Prime Minister’s Office, various ministries, and local authorities.
Key Resolutions to Accelerate Project Resolution
The government submitted several key resolutions to the National Assembly to address the obstacles, including Resolution 170 on special mechanisms and policies for projects and land in localities like Ho Chi Minh City, Da Nang, and Khanh Hoa; Resolution 171 on pilot implementation of commercial housing projects; and Resolution 233/NQ-CP on the policy and direction for resolving difficulties for renewable energy power projects. Resolutions to ease the burden on 5 projects in Ho Chi Minh City are expected to be submitted to the government in early April.
Priority for Two Urgent Hospital Projects
A crucial discussion point during the meeting was the two hospital projects: Bach Mai Hospital and Viet Duc Hospital’s second branch. The government has agreed to allocate additional budget from increased revenue in 2024 to complete these projects by 2025, to better serve the healthcare needs of the people.
