Directions for Building a Lean and Effective Workforce

According to Prime Minister Phạm Minh Chính, institutionalizing the organizational principles and activities of the Government Party Committee into specific regulations regarding functions, responsibilities, authority, and working conditions will facilitate effective leadership and execution of assigned tasks. In an increasingly complex global and regional environment, unity, innovation, and breakthroughs are essential across all levels, sectors, and localities.

He emphasized, “When the Party directs, the Government unites, the National Assembly agrees, and the people support, there is no room for retreat—only forward progress.” This message underscores the government’s strong commitment to achieving its goals.

Criteria for Selecting Leaders

One of the highlights of the meeting was the direction to establish a streamlined, effective, and efficient organizational structure. To achieve this, the Prime Minister proposed criteria for selecting the best candidates:

  • Strong Political Resilience: Having correct political thought and firm adherence to the Party’s guidelines.
  • Integrity and Ethical Standards: Being exemplary, honest, non-corrupt, and free from personal gain.
  • Innovative Thinking: Seizing opportunities, taking initiative, and being accountable for the common good.
  • Practical Competence: Demonstrating strong leadership and management skills, effectively resolving new and difficult challenges.

Strengthening Discipline and Decentralization in Management

Alongside enhancing the quality of the workforce, the Prime Minister also called for stricter discipline and regulation within the entire political system. This includes promoting decentralization and delegating power, eliminating the “request-grant” mechanism, and ending inefficient or excessive intervention in areas where citizens and businesses can manage themselves effectively.

“Whatever citizens and businesses can do well, let them do it,” he affirmed. This step is crucial for increasing transparency and efficiency in state management.
