Government Establishes Task Force to Address Trillion-Dong Projects in Vietnam

The Prime Minister, Pham Minh Chinh, has signed Decision 751 establishing a task force to address difficulties and obstacles in stalled projects (the Task Force).

According to this decision, the head of the Task Force is Deputy Prime Minister Nguyen Hoa Binh. The deputy head is Minister of Finance Nguyen Van Thang.

The Task Force members include: Minister of Justice Nguyen Hai Ninh; Minister of Agriculture and Rural Development Do Duc Duy; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Health Dao Hong Lan; Governor of the State Bank of Vietnam Nguyen Thi Hong, and numerous deputy ministers from various ministries and leaders from the Supreme People’s Court, Supreme Procuracy, and the Government Inspectorate.

Pursuant to the Prime Minister’s decision, the head of the Task Force can invite leaders from various ministries and agencies to join as members or request that central and local leaders address and report on necessary issues and attend meetings.

The Task Force’s role is to assist the Prime Minister in studying, advising, recommending, and proposing directions and solutions to resolve critical and inter-ministerial issues to overcome obstacles and difficulties related to stalled projects, including those using public investment funds, domestic private investment, foreign direct investment, and other funds (if any).

The Task Force is tasked with researching and proposing to the Prime Minister directions, tasks, and solutions to address critical, inter-ministerial issues and resolve difficulties and obstacles related to stalled projects.

Simultaneously, the Task Force will assist the Prime Minister in directing, inspecting, coordinating, and urging relevant ministries, agencies, and localities to undertake tasks like reviewing, clarifying, and compiling difficulties and obstacles relating to projects under their respective government management, identifying the causes of these difficulties and proposing solutions; compiling difficulties and obstacles related to projects categorized by specific issues, and determining the handling authority of relevant levels.

The Task Force will direct, urge, inspect, and compile the resolution and removal of difficulties and obstacles concerning projects under the jurisdiction of central and local ministries and agencies; reporting new issues (if any) to the Prime Minister.

The Ministry of Finance is assigned as the permanent secretariat of the Task Force, responsible for ensuring the operational conditions of the Task Force, utilizing its resources to assist the Task Force according to the head of the Task Force’s directives, ensuring no increase in organizational structures and staffing.

Previously, Prime Minister Pham Minh Chinh also issued a directive urging ministries, agencies, and localities to decisively resolve stalled projects.

Government leaders noted that numerous projects are still experiencing delays due to inadequate resolution of difficulties by various levels, ministries, agencies, and units. Examples include the Can Tho City Oncology Hospital project, the Bac Mai Hospital and Viet Duc Hospital’s second facilities, the Ho Chi Minh City flood control project, and the Vicem Operations and Transaction Center.

This situation results in resource waste and public dissatisfaction.

To address these persistent issues, the Prime Minister directed a comprehensive review and compilation of all stalled projects, construction projects, unused or underutilized offices and facilities within the jurisdictions.

Additionally, he mandated the urgent development of a plan and measures to address stalled projects, delayed construction projects, and identify responsibilities, work contents, schedules, and completion times, with designated agencies and units, to establish a basis for monitoring, inspecting, supervising, and evaluating progress.
