Introduction

Implementing Resolution No. 27 of the Government at the regular monthly meeting in January, from March 1st, 2025, ministries, sectors, and localities will officially operate under a new organizational structure. This is a crucial step aimed at enhancing management efficiency, reducing waste, and optimizing resources. The government aims for an economic growth rate of 8% in 2025 and completion of socio-economic development targets for the 2021-2025 term.

1. Consistent Implementation of Tasks and Solutions

The government requires ministries, sectors, and localities to consistently and effectively implement tasks and solutions for socio-economic development. Special emphasis is placed on achieving the socio-economic development goals for 2025 and the entire 2021-2025 term, with a focus on reaching a growth target of 8% or more in 2025.

2. Streamlining the Organizational Structure

The government demands that ministries, agencies, and local People’s Committees ensure the strict implementation and timely progress of tasks, preventing any disruptions or omissions, especially those directly affecting citizens and businesses. Ministries must urgently complete and submit to the government for approval decrees regarding the functions, responsibilities, and authorities of ministries, ministerial-level agencies, and government agencies under the new organizational structure. The deadline for completion is February 15th to ensure the structure is operational by March 1st.

3. Review and Amend Regulatory Documents

The government requires a review and amendment of regulatory documents related to the organizational restructuring, either within their authority or by proposing amendments. The Ministry of Home Affairs is assigned to lead this process, collaborating with relevant agencies to finalize drafts of the revised Law on Government Organization, the revised Law on Local Administration, and the National Assembly resolutions on the structure of the Government during the 15th National Assembly term, as well as the number and composition of Government members during the same term. These drafts will be submitted for approval at the 9th extraordinary session of the National Assembly.

4. Accelerating Administrative Reform and Addressing Bottlenecks

Alongside streamlining the organizational structure, the government calls for the acceleration of institutional reviews, simplification of administrative procedures, and timely resolution of legal bottlenecks to facilitate citizens and businesses. This will enhance the efficiency of administrative bodies and improve the business investment environment.

5. Disbursement of Public Investment Funds and Implementation of National Target Programs

The government emphasizes the urgent need to accelerate the disbursement of public investment funds and the implementation of three national target programs. Efforts should focus on completing strategic and modern infrastructure systems, particularly important and key national projects with inter-provincial and international connections. Specifically:

  • Completing the entire expressway route from Cao Bang to Ca Mau.
  • Nearly finishing the Long Thanh International Airport.
  • Developing regional ports like Lac Huyen.
  • Inaugurating and putting into operation Terminal 3 at Tan Son Nhat Airport on April 30.
  • Commencing construction of the Lien Chieu Port.
  • Speeding up procedures for strategic and critical national transportation infrastructure projects.

6. Ensuring Energy and Food Security

Ensuring national energy and food security is another significant task highlighted by the government. Additionally, the government strongly promotes science and technology, innovation, and national digital transformation to increase labor productivity and the competitiveness of the economy.
