According to the Ha Nam Provincial Investment and Construction Management Board, the first phase of the parallel highway to Ring Road 5 – Capital Region is 8.372km long.
The starting point of the road is at the intersection connecting to National Highway 21B (located in Tan Hiep Ward, Phu Ly City); the endpoint is at the intersection with the connector road between two expressways in Binh Nghia Commune, Binh Luc District, Ha Nam Province.

The road will be built to Class III standards, including three new bridges: Tien Tan Bridge, an overpass across the irrigation canal, and Tien Phong Bridge. The project also includes the construction of intersections at grade with National Highway 1 and the North-South Railway…
The project is led by the Ha Nam Provincial Investment and Construction Management Board as the main investor, with a consortium of seven contractors handling construction. The project timeline is from 2024 to 2027.
Upon completion, this road will form the East-West development axis of Ha Nam Province, linking the infrastructure along both sides of Ring Road 5 and neighboring regions through local transportation systems. This will contribute to gradually establishing a parallel route to Ring Road 5, enhancing economic and social development in the area.
This project is expected to create favorable conditions for attracting investment and promoting economic and social development in the locality. It will also serve as a foundation for completing the provincial transportation network according to planning, facilitating smooth connections between districts, cities, and towns, reducing traffic congestion, lowering transportation costs, and ensuring environmental sanitation.
