On March 6th, the Hà Nam Provincial Party Committee held a significant conference to thoroughly address and deploy a concrete action plan to implement Resolution 57-NQ/TW of the Politburo. The conference was held in-person in the province, combined with online sessions at district and grassroots levels, demonstrating a strong commitment to promoting science, technology, and digital transformation throughout the province.

The conference outlined specific and achievable targets for Hà Nam by 2030.
- Economic Growth: Aiming for Total Factor Productivity (TFP) exceeding 55% in economic growth.
- Digital Economy: Minimum 30% of GRDP to come from the digital economy.
- Online Government Services: Over 80% of citizens and businesses to utilize online government services.
- Cashless Transactions: Aiming for 80% of transactions to be cashless.
- Innovation: Over 40% of businesses in the province to engage in innovation activities.
- Human Capital Development: Science, technology, innovation, and digital transformation will play a key role in building and developing Hà Nam’s cultural values, society, and people, contributing to a Human Development Index (HDI) exceeding 0.7.
Investment in Human Resources and Science & Technology
Hà Nam is committed to allocating at least 3% of its annual budget to science, technology, innovation, and digital transformation. Research, technology development, and innovation human resources will be prioritized, aiming for 12 researchers per 10,000 people. The number of patent applications and utility model patents is expected to increase by an average of 16-18% annually, with a commercialization rate of 8-10%.
Vision 2045
With these targets, Hà Nam envisions a 2045 where the digital economy represents at least 50% of GRDP, reflecting the province’s strong future growth in this sector.
