The Standing Committee of the Haiphong City Party Committee and the Standing Committee of the Haiduong Provincial Party Committee jointly announced on April 22nd a high degree of consensus on the plan to merge the two regions. They also prepared for the upcoming Party Congress of Haiphong City after the merger, for the 2025-2030 term.

Following the Conclusion No. 555-KL/TUHP-TUHD issued the same day, the leaders of both regions agreed to strengthen communication and public relations to ensure social consensus on the merger plan.
Both sides have largely agreed on the draft plan and assigned the Haiphong City People’s Committee to lead, in collaboration with the Haiduong Provincial People’s Committee, to finalize the document for approval by the Party committees. The plan will then be presented to voters and a report submitted to the central government, following the appropriate timeline.
The Organization Department of the Haiphong City Party Committee and the Haiduong Provincial Party Committee will collaborate on establishing criteria and principles for personnel restructuring. They will also propose a plan for merging the supporting agencies within the political system.
A noteworthy point is the proposed reduction of approximately 70% of current local administrative units in both areas, aiming to streamline the administration and improve management efficiency. The restructuring will comply with Resolution 76/2025/UBTVQH15 of the Standing Committee of the National Assembly.
Both sides committed to providing working conditions, facilities, and accommodation for Haiduong provincial officials after the merger. During the transition period, some officials may work in both their previous offices and the Haiphong City administrative center.
The Haiphong City People’s Committee is tasked with researching the investment in connecting transportation between the two regions and adjusting the 2021-2025 public investment plan to suit the needs of the merged city.
Furthermore, the Haiphong City People’s Committee will lead the collaboration with Haiduong Province in developing the post-merger economic and social development plan, including budget estimates and medium-term public investment plans.

A cross-departmental working group has been established to assist the Standing Committees in implementing the merger plan and preparing for the Party Congress of Haiphong City after the merger. The working group started its operations on April 22nd.
Additionally, the two regions will review and harmonize their legal documents, administrative procedures, and IT infrastructure to ensure the smooth operation of the new administrative unit.
