On the evening of February 13, Hanoi’s Traffic Police Department officially announced a plan to handle traffic violations using surveillance cameras to enhance management efficiency and integrate technology into ensuring traffic safety and order.
Goal: Modernizing Traffic Management
According to information from Hanoi’s Traffic Police Department, the deployment of surveillance cameras not only helps detect violations such as running red lights, entering restricted roads, or illegal parking but also contributes to modernizing traffic safety and order management. Violations will be handled in two ways: on-site or through delayed fines.
Currently, over 600 surveillance camera clusters have been installed throughout the city, operating 24/7. Data from these cameras is transmitted directly to the Traffic Command Center of Hanoi’s Traffic Police Department for analysis and processing.
Violation Handling Process
Recorded violation images are carefully reviewed by officers who verify license plates, vehicle details, and violation behaviors. The information is then forwarded to task forces working on the field.
Violators can review their violation images at the scene using electronic devices provided by law enforcement. If immediate vehicle stops aren’t possible, violation data will be sent to the Traffic Police headquarters for follow-up resolution.
For vehicles that cannot be stopped immediately, authorities will verify and send violation notices according to the procedures outlined in Circular No. 73/2024/TT-BCA.

A representative from Hanoi’s Traffic Police emphasized that, beyond enforcing violations, the camera system allows authorities to proactively monitor traffic conditions, detect, and promptly resolve incidents and accidents. This helps reduce congestion and enhance security and order across the city.
Colonel Tran Dinh Nghia, Head of Hanoi’s Traffic Police Department, affirmed that applying technology to violation handling ensures objectivity and transparency while building public trust. Additionally, this marks a significant step toward fostering voluntary compliance with traffic laws, aiming for a safer and more civilized traffic environment.
