The City of Ho Chi Minh City (HCM) has recently announced new support policies for civil servants and employees undergoing organizational restructuring and administrative unit realignment. This policy aims to align with Government Decree 178, ensuring psychological stability and financial support for affected individuals.

Policy Objectives and Target Groups

This policy is designed to create support schemes that adhere to Government Decree 178, stabilizing the psychological well-being and providing financial assistance to those impacted by organizational restructuring.

Eligible recipients include:

  • Civil servants, employees, and workers affected by the restructuring.
  • Party representatives at state-owned corporations and companies.
  • Individuals ineligible for re-election or re-appointment.

Detailed Support Policies

The support policy is tailored to various specific situations, addressing the unique needs of each individual.

For Early Retirement Cases:

  • Maximum support: Approximately 2.7 billion VND per person, applicable to civil servants earning over 15.1 million VND per month.
  • Years of service: Support amounts vary based on years of service relative to retirement age, ranging from under 2 years to over 10 years. Each support level has a different calculation method based on current salary. Details include:
    • Under 2 years: 12 months of current salary.
    • 2 to 5 years: 12 months of current salary + 6 months for each year of early retirement.
    • 5 to 10 years: 12 months of current salary + 5 months for each year of early retirement.
    • For the first 20 years, the additional support is 6 months’ salary. After the 21st year, the support is 1/2 month’s salary per year.

For State-Owned Enterprise Managers and Party Affairs Personnel:

  • 3 months of minimum regional salary per year of mandatory social insurance contribution. The support amount depends on the company’s financial capacity.

Other Support Schemes:

  • Civil servants extending their service period as outlined in Article 8 of Decree 178 will receive a one-time retirement allowance equivalent to 30 months of current salary.
  • Civil servants, leaders, and managers who leave their leadership positions or are appointed to lower-level leadership roles will receive benefits equivalent to twice the previous leadership allowance until the end of the election term or appointment period.
  • City government employees transferred to work at the district level for 3 years will receive a one-time support payment equivalent to 10 months of current salary. If transferred to work at a provincial-level party, government, or social organization, they will receive a one-time support payment equivalent to 5 months of current salary.
  • Appointed civil servants who are part of the same-level party committee but are ineligible for re-election will receive an additional 6 months of salary for each year of early retirement.
  • Individuals with 15 or more years of service, with mandatory social insurance contributions and eligible for pension benefits, will receive an additional 6 months’ salary for the first 15 years of service. From the 16th year onwards, the support is 1/2 month’s salary per year of mandatory social insurance contribution.

Summary and Estimated Costs

HCM is projected to need to realign 6,291 civil servants, employees, and workers; 418 party representatives; and 450 individuals ineligible for re-appointment. The city government anticipates spending nearly 17 trillion VND on these support policies.
