Specific Requirements from HCM City Vice Mayor
During a meeting to address project obstacles, HCM City Vice Mayor Bùi Xuân Cường instructed relevant districts and municipalities to promptly take the following actions:
- Bình Thạnh District: Review the investor’s proposal and quickly adjust the zoning regulations for land plot number 762 Bình Quới (Phường 27).
- District 7: Update the 1/2,000 scale zoning plan for land plot C8A (Tân Phú Ward).
- Thủ Đức City: Expedite the assessment and approval of the 1/500 detailed land use plan for the plot at 232 Đỗ Xuân Hợp Street.
Land Resources and Environment Department, Land Fund Development Center Continue Monitoring
To ensure project timelines, relevant agencies such as the Land Resources and Environment Department and the Land Fund Development Center will continue to monitor units’ compliance with HCM City Mayor’s directives, including developing 1/500 detailed land use plans and hiring valuation firms for the land plots.
Investment Policy Proposal in March
In March, the Ministry of Planning and Investment (soon to be the Ministry of Finance) will collaborate with other relevant departments, agencies, and investors to research and propose investment policies for the aforementioned land plots.
Other Requirements for Assessment and Staff Enhancement
- Ministry of Home Affairs: Review and adjust the content related to the feasibility study report assessment, with a draft decision to be submitted to the HCM City People’s Committee by March 3rd.
- Ministry of Planning and Investment: Coordinate with other departments to review the request from the Ministry of Agriculture and Rural Development (soon to be the Ministry of Natural Resources and Environment) regarding the selection of a consulting firm for project documentation review, to be completed by March 3rd. Coordinate with the Ministry of Home Affairs to issue a decision on enhancing the project task force’s staff.
- Ministry of Planning and Investment: Adhere to the HCM City Mayor’s conclusions on adjusting the project implementation timeline, signing the BT contract annex, and adjusting the payment method.
- Ministry of Transport (soon to be the Ministry of Transport and Public Works): Collaborate with the Ministry of Agriculture and Rural Development to review and propose to the HCM City People’s Committee regarding operating units, operational standards, and handover of public assets.
Prime Minister’s Guidance
The Prime Minister instructed the immediate removal of obstacles for the project in late 2024. The Prime Minister also requested the HCM City Party Committee to oversee and expedite the resolution of project hurdles, especially those exceeding their authority. HCM City should collaborate with the Ministry of Planning and Investment and relevant agencies to propose feasible solutions to the Government and Prime Minister.
Urgent Prime Ministerial Demands
The Prime Minister demanded that the flood control project not be delayed, preventing financial losses and damages to investors.
