On January 17, Mr. Tran Minh Tue, Deputy Director of Nghe An Department of Health, announced the administrative penalty decision against the Multidisciplinary Health Care Center Yen An, located at No. 72 Le Loi Street, Hung Binh Ward, Vinh City. This decision was made following a patient’s complaint regarding violations during medical treatment.
Reasons for the Penalty
In October 2024, Mr. B.X.D., a patient from Thanh Hoa province, filed a complaint with the Nghe An Department of Health about violations at the Multidisciplinary Health Care Center Yen An. According to the complaint, Mr. D. visited the center for a medical examination and was diagnosed with severe hemorrhoids requiring immediate surgery. He agreed to a service package worth 29 million VND, which included hemorrhoidectomy and treatment.

After a 40-minute surgery, the doctor informed Mr. D. that the procedure was complete and requested him to rest for 10 minutes before being transferred to another room for intravenous fluids. However, around 3 PM the same day, Mr. D. noticed bleeding from his anus and fainted. His companions quickly took him to Nghe An General Hospital for emergency care.
Identified Violations
Following the complaint, the Nghe An Department of Health conducted an inspection and discovered several serious violations at the Multidisciplinary Health Care Center Yen An. Specifically, the center failed to report to the competent authority when changing its practicing staff and provided medical services beyond the scope of its license.
Penalties Imposed
For these two violations, the Multidisciplinary Health Care Center Yen An was fined a total of 86 million VND. Additionally, the center was stripped of its medical practice license for 2 months, and the professional license of Dr. Phan Huu Khoa, who is responsible for the center’s medical operations, was suspended for 1 month.
