Ho Chi Minh City (HCMC) is implementing a plan to renovate and repair over 500 older apartment buildings constructed before 1975 and between 1975 and 1994 within the next 10 years. This significant project aims to improve living standards and safety for residents, as well as contribute to urban beautification.

According to Mr. Vũ Anh Dũng, Deputy Director of Urban Development (Department of Construction), this renovation plan is well-founded and compliant with regulations. The renovation will include various approaches:

  • Demolition and new construction: For severely damaged and unsafe buildings, demolition and reconstruction will be necessary.
  • Repair and renovation: Buildings not requiring demolition will be repaired to prevent further deterioration and enhance urban aesthetics.

Previously, HCMC focused on renovating apartment buildings constructed before 1975. However, current regulations now mandate the renovation of buildings erected between 1975 and 1994.

Implementation Timeline and Resources

HCMC has divided the project into two phases:

  • 2016-2020 Phase: The city utilized budget allocations to renovate 237 out of 474 apartment buildings constructed before 1975.

Leveraging the resources and experience gained during the previous phase, HCMC’s goal of completing the renovation of over 500 older apartment buildings within the next ten years is considered achievable.

To accelerate the project’s progress, HCMC is implementing specific solutions:

  • Assessment and quality inspection of apartment buildings: Ensuring accuracy and effectiveness throughout the renovation process.

  • Development, approval, and publication of renovation and reconstruction plans: Providing a clear and transparent roadmap for the project.

Furthermore, HCMC is implementing incentives for developers, including:

  • 50% funding support for technical infrastructure projects (up to 10 billion VND per project): Reducing financial burdens for developers.
  • 50% funding support for relocation and forced relocation: Minimizing relocation costs.
  • 100% support for investment project assessment fees: Streamlining administrative procedures.

Handling Violations

HCMC will strictly address non-compliance to protect the interests of residents, particularly concerning old, damaged, and hazardous apartment buildings.
